The request of PanAmSat Licensee Corp. (PanAmSat) for special temporary authority for
a period of 60 days in order to drift its C—band space station, Galaxy 12 (Call Sign $2422)
to — and to operate the Galaxy 12 space station at — the 129.0° W.L. orbital location, IBFS
File No. SAT—STA—20100331—00061, is granted. Accordingly, PanAmSat is authorized,
for a period of 60 days commencing on April 6, 2010, to conduct Telemetry, Tracking,
and Telecommand (TT&C) operations with the Galaxy 12 space station to effect the drift
of the Galaxy 12 space station from the 122.9° W.L. orbital location to the 129.0° W.L.
orbital location using the following frequencies: 4198.0 and 4199.875 MHz (Vertical/
space—to—Earth); 4198.0 and 4199.875 MHz (Left—Hand Circular Polarization/space—to—
Earth); 6424.5 MHz (Horizontal/Earth—to—space); and 6425.5 MHz (Right—Hand Circular
Polarization/Earth—to—space). Additionally, PanAmSat is authorized to operate the
Galaxy 12 space station in the 3700—4200 MHz (space—to—Earth) and 5925—6425 MHz
(Earth—to—space) frequency bands to provide fixed—satellite service (FSS) from the 129.0°
W.L. orbital location once it arrives at that location. This authorization shall be in
accordance with the technical specifications set forth in PanAmSat‘s application, the
Commission‘s rules, and the following conditions:

        1.     All operations during the drift shall be on an unprotected and non—harmful
interference basis, i.e., PanAmSat shall not cause harmful interference to, and shall not
claim protection from, interference caused to it by any other lawfully operating station.

       2.      In the event of any harmful interference during Galaxy 12‘s drift to the
129.0° W .L. orbital location, PanAmSat shall cease operations immediately upon
notification of such interference, and shall inform the Commuission, in writing,
immediately of such an event.

       3.     During the drift to the 129.0° W.L. orbital location, PanAmSat may not
operate Galaxy 12‘s communications payload.

       4.      PanAmSat‘s operations at the 129.0° W .L. orbital location shall be on a
non—harmful interference basis, i.e., PanAmSat shall not cause harmful interference to,
and shall not claim protection from, interference cause to it by, any other lawfully
operating space station.

        5.     In the event of any harmful interference during PanAmSat‘s operations at
the 129.0° W.L. orbital location, PanAmSat shall cease operations immediately upon
notification of such interference, and shall inform the Commission, in writing,
immediately of such an event.

       6.      While at the 129.0° W.L. orbital location, PanAmSat shall maintain the
Galaxy 12 spacecraft with an east/west longitudinal station—keeping tolerance of +/— 0.05
degrees.

        7.      Any action taken or expense incurred as a result of operations pursuant to
this special temporary authority is solely at PanAmSat‘s own risk.

        8.      Grant of this authorization is without prejudice to any determination that
the Commission may make regarding PanAmSat‘s pending application to modify the
authorization of the Galaxy 12 space station in order to re—locate it to the 129.0° W.L.
orbital location (IBFS File No. SAT—MOD—20100120—00013).

        9.      PanAmSat is afforded thirty days from the date of release of this grant and
authorization to decline this authorization as conditioned. Failure to respond within this
period will constitute formal acceptance of the authorization as conditioned.

        10.    This action is issued pursuant to Section 0.261 of the Commission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of
the public notice indicating that this action was taken.

. Dear Ms. Dortch:

  PanAmSat Licensee Corp. ("PanAmSat") herein requests Special
  Temporary Authority ("STA") for 60 days beginning April 15, 2010 to
  drift Galaxy 12 (call sign $2422) from 122.9° W.L. to 129.0° W.L. and
  begin operating at 129.0° W.L. PanAmSat has a pending application
  for permanent authority to redeploy Galaxy 12 to 129.0° W.L., where it
  will operate in the C—band."                                         .

  Galaxy 12 is currently licensed to operate at 122.9° W.L.* Upon receipt
  of Commission approval, Galaxy 12 will be relocated to 129.0° W.L.
_ where it will replace Galaxy 27 (call sign $2159), which has been
  authorized to drift to 45.10° E.L.* PanAmSat expects to have Galaxy
  12 on—station at 129.0° W.L. within two to three weeks ofbeginning
  the drift.

   During the drift of Galaxzy 12 from 122.9° W.L. to 129.0° W.L.,
   PanAmSat will utilize only the satellite‘s TT&C frequencies andwill
 © follow industry practices for coordinating TT&C transmissions during
   the relocation process. The specific TT&C frequencies are as follows:

         Grant of this STA request is in the public interest because it will allow
         PanAmSat to begin drifting Galaxy 12 and operating the satellite at
         129.0° W.L. while the Commission completes its consideration of the
         pending application for permanent authority. In addition, grant will °
         ensure that the 129.0° W.L. location is occupied very shortly after the
         departure of Galaxy 27. PanAmSat understands and accepts that a
         grant of this STA would not prejudge the Commission‘s determination
         of PanAmSat‘s request to operate Galaxy 12 at 129.0° W.L. on a
        permanent basis, and that operation pursuant to this STA is at _
         PanAmSat‘s risk.

        . Grant of this STA request will not result in increased risk of harmful
          interference. As noted above, PanAmSat will operate only the above
          listed TT&C frequencies during the drift, and will coordinate‘its TT&C.
          transmissions with operators of satellites in the drift path. Should any
          interference occur during the drift, PanAmSat will take all reasonable
        _ steps to eliminate such interference. Once on—station at 129.0° W.L.,
         PanAmSat will operate the communications payload in conformance
         with its sister company Intelsat‘s coordination agreements related to the
        —129.0° W.L. location.

         PanAmSat has assessed and limited the probability of the space station
         becoming a source of debris as a result of collision with large debris or
         other operational space stations. Galaxy 12 will not be located at the
         same orbital location as anothersatellite or at an orbital location that
         has an overlapping station—keeping volume with another satellite.
         Further, PanAmSat is not aware of any other FCC licensed system, or
         any other system applied for and under consideration by the FCC,
         having an overlapping station—keeping volume with Galaxy 12 at
         129.0° W.L. Finally, PanAmSat is not aware of any system with an
         overlapping station—keeping volume with Galaxy 12 at 129.0° W.L. that

is the subject of.an ITU filing and that ise1therin orb1t or progressing
towards launch.                           .

For the reasons set forth herein, PanAmSat respectfully requests that
