The application of PanAmSat Licensee Corp. (PanAmSat) for special temporary authority, IBFS
File No. SAT—STA—20100330—00059, as supplemented by letters dated March 30, 2010, May 19,
2010, and June 19, 2010, is granted.‘ PanAmSat is authorized, for a period of 90 days beginning
June 25, 2010, to operate the communications payload on the Intelsat 2 space station (Call Sign
$2459) at the 157° E.L. orbital location in the 3700—4200 MHz (space—to—Earth), 5925—6425 MHz
(Earth—to—space), 12.25—12.75 GHz (space—to—Earth), and 14.0—14.5 GHz (Earth—to—space)
frequency bands." This authorization is granted in accordance with the terms, conditions, and
technical specifications set forth in PanAmSat‘s application, the Federal Communications
Commission‘s rules, and the conditions of this attachment.

1.      All operations shall be on an unprotected and non—harmful interference basis, i.e., the
Intelsat 2 space station shall not cause harmful interference to, and shall not claim protection
from interference caused to it by, any other lawfully operating station. In the event of any
harmful interference, PanAmSat shall cease operations immediately upon notification of such
interference, and shall inform the Commission, in writing, immediately of such event.

2.      PanAmSat shall coordinate its operations with existing geostationary satellites to ensure
that no unacceptable interference results from its temporary operations at the 157° E.L. orbital
location.

3.      PanAmSat shall maintain full operational control of Intelsat 2 at all times.

4,      While at the 157° E.L. orbital location, PanAmSat shall maintain the Intelsat 2 spacecraft
with an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.

5.      In connection with the provision of service in any particular country, PanAmSat is
obliged to comply with the applicable laws, regulations, rules, and licensing procedures of that
country.

6.      Grant of this authorization does not convey to PanAmSat any authority to operate a space
station at the 157° E.L. orbital location beyond the term granted herein, nor any priority in the
United States satellite licensing process relative to applications for authority to operate a
regularly authorized satellite at this orbital position.

No comments were received in response to this Public Notice.

> PanAmSat was previously granted special temporary authority, for a period of 90 days commencing June 25, 2010,
to conduct telemetry, tracking, and telecommand operations necessary to drift Intelsat 2 to the 157° E.L. orbital
location and to maintain the spacecraft at that location upon arrival. PanAmSat‘s request to operate temporarily the
communications payload on the Intelsat 2 space station at 157° E.L. was deferred. See IBFS File No. SAT—STA—

7.     Grant of this special temporary authorization does not constitute a finding pursuant to
Section 25.161(c) of the Commission‘s rules.

8.      Grant of this special temporary authorization is without prejudice to any decision
regarding PanAmSat‘s ability to file an application for authorization to operate a replacement
space station in the 12.25—12.75 GHz and 14.25—14.50 GHz frequency bands at the 169.1° E.L.
orbital location. Grant of this special temporary authorization does not constitute an
announcement that these frequencies are available for reassignment.

9.     Any action taken or expense incurred as a result of operations pursuant to this special
temporary authority is solely at PanAmSat‘s own risk.

10.     PanAmSat is afforded thirty days from the date of release of this grant and authorization
to decline this authorization as conditioned. Failure to respond within this period will constitute
formal acceptance of the authorization as conditioned.

11.    This action is issued pursuant to the Section 0.261 of the Commission‘s rules on
delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date of the
public notice indicating that this action was taken.

              PanAmSat Licensee Corp. ("PanAmSat") herein requests Special
              Temporary Authority ("STA")‘ for 90 days beginning June 1, 2010 to
              drift Intelsat 2 (call sign $2459) from 169.10° E.L. to 157.0° E.L. and to
              operate the satellite temporarily in the C— and Ku—bands at 157.0° E.L.
              PanAmSat subsequently will file an STA request and permanent license
              modification application to redeploy Intelsat 2 to another location after its
              temporary stay at 157.0° E.L.

             Intelsat 2 is curréntly operating at 169.10° E.L., * where it is collocated
             with Intelsat 5 (call sign $2704)." Following traffic transfer from Intelsat
              2 to other Intelsat spacecraft and subject to receipt of FCC approval,
             Intelsat 2 will be relocated temporarily to 157.0° E.L.

              During the drift of Intelsat 2 from 169.10 ° E.L. to 157.0° E.L., PanAmSat .
              will utilize only the satellite‘s TT&C frequencies and will follow industry
              practices for coordinating TT&C transmissions during the relocation
              process, The specific TT&C frequencies are as follows:

Grant of this STArequest is in the public interest because it will allow
PanAmSat to conduct temporary operations at 157.0° E.L. before moving
the satellite to a different location, thus ensuring maximum fleet
flexibility. Moreover, because Intelsat 2 currently is collocated with
Intelsat 5 at the nominal 169.0° E.L. location, the redeployment of
Intelsat 2 will not result in a loss of service at that location. .

Grant of this STA request will not result in increased risk ofharmful
interference. As noted above, PanAmSat will operate only the above
listed TT&C frequencies during the drift, and will coordinate its TT&C
transmissions with operators of satellites in the drift path. Should any
interference occur during the drift, PanAmSat will take all reasonable
steps to eliminate such interference. Once on—station at 157.0° E.L., .
PanAmSat will operate the communications payload in conformance with
Intelsat‘s coordination agreements related to that location.

PanAmSat has assessed and limited the probability of the space station
becoming a source of debris as a result of collision with large debris or
other operational space stations. Intelsat 2 will not be located at the same
orbital location as another satellite or at an orbital location that has an
overlapping station—keeping volume with another satellite. Further,
PanAmSat is not aware of any other FCC licensed system, or any other
system applied for and under consideration by the FCC, having an
overlapping station—keeping volume with Intelsat 2 at 157.0° E.L.
Finally, PanAmSat is not aware of any system with an overlapping
station—keeping volume with Intelsat 2 at 157.0° E.L. that is the subjectof
an ITU filing and that is either in orbit or progressing towards launch.

           Dear Ms. Dortch:

           PanAmSat Licensee Corp. ("PanAmSat") herein supplements the above—
           referenced pending request for Special Temporary Authority ("STA") for 90
           days beginning June 1, 2010 to drift Intelsat 2 (call sign $2459) from 169.10°
           E.L. to 157.0° E.L. and to operate the satellite temporarily in the C— and Ku—
           bands at 157.0° E.L.‘ First, PanAmSat requests a change in the start date of the
           STA. Instead of the June 1, 2010 start date originally requested, PanAmSat
           now requests a start date of June 25, 2010. Second, in response to a request
           from the International Bureau staff, this letter specifies the proposed
           operational frequencies, geographic service area, and disposal plan for the
           Intelsat 2 satellite.

           Operational Frequencies. PanAmSat seeks STA to operate the Intelsat 2
           satellite in the following frequencies:

                       5925—6425 MHz (Earth—to—space)
                       3700—4200 MHz (space—to—Earth)
                       14000—14500 MHz (Earth—to—space)
                       12250—12750 MHz (space—to—Earth).

           Geographic Service Area. The Intelsat 2 satellite will provide service to
           Asia, Australia and the Pacific Ocean. Intelsat does not seek to provide service
           to, from, or within the United States.

           Orbital Debris Mitigation Plan. An orbital debris mitigation plan for the
           Intelsat 2 satellite has previously been filed with and approved by the FCC in
           an application for modification to operate the satellite‘s current orbital location

           12750—13250 MHz, 14000—14250 MHz, 10700—10950 MHz, and 11200—1 1700
           MHz frequencies. Accordingly, upon Intelsat 2‘s departure from 169.10° E.L.,
           the 14.25—14.50 GHz and 12.25—12.75 GHz frequencies will no longer be
           utilized.
