The applications of PanAmSat Licensee Corp. (PanAmSat), IBFS File Nos. SAT—STA—
20100218—00030 and SAT—STA—20100323—00055, for special temporary authority to continue to
operate its C— and Ku—band space station, Intelsat 3R, at the 43.1° W.L. orbital location are
granted. Accordingly, PanAmSat is authorized, from February 26 through April 26, 2010, to
continue to operate the Intelsat 3R space station at the 43.1° W.L. orbital location and to provide
Fixed—Satellite Services in the 3700—4200 MHz (space—to—Earth), 5925—6425 MHz (Earth—to—
space), 11.7—12.2 GHz (space—to—Earth), 12.5—12.75 GHz (space—to—Earth), and 14.00—14.5 GHz
(Earth—to—space) frequency bands. These operations are authorized in accordance with the
technical specification set forth in PanAmSat‘s application, the Commission‘s rules, and are
subject to the following conditions:

        1.     PanAmSat shall operate the Intelsat 3R space station at the 43.1° W.L. orbital
               location in compliance with all existing or future coordination agreements for that
               location.

               Use of the 12.5—12.75 GHz frequency bands is not permitted for Fixed—Satellite
               Service in the space—to—Earth direction in Region 2.

               In connection with the provision of service in any particular country, PanAmSat is
               obliged to comply with the applicable laws, regulations, rules, and licensing
               procedures of that country.

               Any action taken or expense incurred as a result of operations pursuant to this
               special temporary authority is solely at PanAmSat‘s own risk.

               This grant of authority is without prejudice to any action that the Commission
               may take in connection with any pending or future application for permanent
               authority to operate the Intelsat 3R at 43.1° W.L.

               Grant of this application does not change the expiration date of the authorization
               for Intelsat 3R, which is February 1, 2011.

               Nothing in this grant shall be construed as approval of the post—mission disposal
               plans for the Intelsat 3R.

               This authorization is not one relating to an "activity of a continuing nature" for
               purposes of Section 1.62 of the Commission‘s rules and Section 558(c) of the
               Administrative Procedure Act. Continuation of operations beyond the term of this
               authorization will require prior affirmative authorization by the FCC.

               PanAmSat is afforded thirty days from the date of release of this grant and
               authorization to decline this authorization as conditioned. Failure to respond
               within this period will constitute formal acceptance of the authorization as
               conditioned.

              Dear Ms. Dortch:

             PanAmSat Licensee Corp. ("PanAmSat") herein requests an additional 30—day
             extension — through April 26, 2010 — of the Special Temporary Authority
             ("STA") previously granted PanAmSat to drift Intelsat 3R from 43.0° W.L. to
             43.1° W.L., and to operate the satelhte temporarily at 43.1° W.L. in the
           O conventlonal C— and Ku—bands." Intelsat 3R currently is operating at 43.1°
             W.L.

              PanAmSat relocated Intelsat 3R to 43.1° W.L. under a 180—day because at the                                     [
              time that STA request was filed — January 2009 — the estimated fuel on the                                      |
              satellite resulted in a planned de—orbit date in early—to—mid 2010. Since then,
              PanAmSat has extended the satellite‘s estimated End of Maneuver Life date to
              July 2011 after an annual fuel usage evaluation. Given this new information,
              PanAmSat initially planned to seek permanent authority for the satellite to
              operate at 43.1° W.L. Currently, however, PanAmSat is evaluating a potential
              redeployment of the satellite. As such, it is seeking this STA further extension
              until a decision is made regarding the satellite‘s possible redeployment.

              Grant of this STA further extension request is in the public interest because it
              will allow PanAmSat to continue operating Intelsat 3R at 43.1° W.L., thereby
              ensuring continuity of service for the customers on the satellite.

              fee electronically via the International Bureau‘s Filing System.

Grant of this STA further extension request will not result in increased risk of
harmful interference. PanAmSat will continue to operate the Intelsat 3R
satellite at 43.1° W.L. in conformance with PanAmSat‘s coordination
agreements related to the nominal 43.0° W.L. location, as well as with the
FCC‘s rules designed to allow co—frequency, co—coverage operations in a two—
degree spaced environment.

For the reasons set forth herein, PanAmSat respectfully requests that the
Commission grant this STA further extension request.
