       Re:    Requestfor Special Temporary Authorityfor In—Orbit Testing of
              DIRECTV 12 at 76° W.L.

Dear Ms. Dortch:

         DIRECTV Enterprises, LLC ("DIRECTV") hereby requests Special Temporary
Authority ("STA") to continue in—orbit testing ("IOT") of the DIRECTV 12 satellite (call
sign $2797) at the 76° W.L. orbital location. DIRECTV has conducted IOT pursuant to
an initial STA,‘ and seeks permission to perform additional tests for a period of
approximately 30 days using the same operational parameters as its initial tests.
DIRECTV has cleared its proposed operations with NTIA, and hereby agrees to accept
all terms and conditions imposed with respect to its initial STA.

       Grant of this STA request will serve the public interest by allowing DIRECTV to
complete testing of the DIRECTV 12 satellite to ensure that it is fully operational and
ready to begin providing service to millions of DIRECTV subscribers from the satellite‘s
licensed orbital location.
