INTELSAT.      Re:         Request for Further Extension of Special Temporary Authority to
                           Conduct Emergency Operations for the Intelsat 4 Satellite, Call Sign
                           $2461

               Dear Ms. Dortéh:

               PanAmSat Licensee Corp. ("PanAmSat"), pursuant to Section 25.120 of the
               rules of the Federal Communications Commission ("FCC" or "Commission"),"
              herein requests another two—week extension — through March 13, 2010 — of the
              Special Temporary Authority ("STA") previously requested to conduct
              emergency operations for the Intelsat 4 satellite (Call Sign $2461)."

               As PanAmSat previously has informed the International Bureau ("Bureau")
               staff, on Sunday January 31, 2010 the Intelsat 4 satellite experienced an
               anomaly. PanAmSat was able, over the next few days, to command the _
               satellite‘s thrusters and take the satellite to a distance above the station—keeping
               box of operational satellites.

               The Intelsat 4 satellite is currently 170 km above geosynchronous altitude.
               PanAmSat and Boeing Space and Intelligence Systems, the manufacturerof
               Intelsat 4, have completed analyzing the anomaly and assessing the health of
               the satellite. PanAmSat is continuing to de—orbit the satellite. PanAmSat
               estimates that there is enough fuel left on the satellite to achieve a much higher
               de—orbit altitude."

 Grant of this STA further extension request is in the public interest.
 PanAmSat‘s emergency operations in response to the extraordinary and
 unforeseen anomaly on Intelsat 4 have minimized the potential for harm to
 other geostationary satellite operators. PanAmSat acted as soon as practicable
 to move Intelsat 4 to a reasonable altitude above the geostationary arc given
 the impact of the anomaly on the company‘s ability to command the
 spacecraft. PanAmSat‘s continued de—orbit operations will further facilitate
 the safe disposal of Intelsat 4.

 For the reasons set forth herein, PanAmSat respectfully requests that the
 Commission expeditiously grant this request for further extension of special
 temporary authority to conduct emergency operations for the Intelsat 4
 satellite.
