The application of PanAmSat Licensee Corp. (PanAmSat) for special temporary authority, IBFS
File No. SAT—STA—20100205—00022, IS GRANTED. Accordingly, PanAmSat is authorized for
a period of 14 days commencing on January 31, 2010, to perform tracking, telemetry, and
telecommand (TT&C) functions with the Intelsat 4 satellite, Call Sign $2461, to execute end—of—
life maneuvers boosting the satellite to a disposal orbit above the geostationary are in accordance
with the terms, conditions, and technical specifications set forth in its application, the
Commission‘s rules, and the following conditions:

        1. PanAmSat shall coordinate all orbit raising maneuver TT&C operations with existing
           geostationary satellites to ensure that no unacceptable interference results from its
           TT&C operations during its disposal operations.

           During the disposal operations, no harmful interference shall be caused by Intelsat 4
           to any other lawfully operating space station or radio communications system and
           operations of the Intelsat 4 satellite shall cease immediately upon notification of such
           interference.

           Intelsat 4 is required to accept interference from other lawfully operating space
           stations of radio communications systems.

           Any action taken or expense incurred as a result of operations pursuant to this special
           temporary authority is solely at PanAmSat‘s own risk.

           Within 30 days of completion of the end—of—life maneuvers, PanAmSat shall send a
           letter to the Chief, Satellite Division, International Bureau, indicating the apogee and
           perigee of the Intelsat 4 disposal orbit.

 Dear Ms. Dortch:

   PanAmSat Licensee Corp. ("PanAmSat"), pursuant to Section 25.120 of the
 ‘ rules of the Federal Communications Commission ("FCC" or "Commission"),
. herein requests Special Temporary Authority ("STA"), beginning January 31,
   2010 and lasting for a period of 14 days, to conduct emergency operations for
   the Intelsat 4 satellite (Call Sign $2461).

 As PanAmSat previously has informed the International Bureau ("Bureau")
 staff, on Sunday January 31, 2010 the Intelsat 4 satellite experienced an
 anomaly. PanAmSat was able, over the next few days, to command the
 satellite‘s thrusters and take the satellite to a distance above the station—keeping
 box of operational satellites. As PanAmSat has explained to the Bureau staff, |
 the customer traffic on Intelsat 4 is in the process of being restored on other
 satellites and the satellite‘s communications payload is not being utilized.

 PanAmSat currently is in the process of circularizing the satellite‘s orbit and
 hopes to be at approximately 100 km above geosynchronous altitude when the
 circularization process is complete. PanAmSat and Boeing Space and
 Intelligence Systems, the manufacturer of Intelsat 4, are analyzing the anomaly
 and assessing the health of the satellite. Subject to the outcome of the ongoing
 analysis, PanAmSat hopes to de—orbit the satellite to an even higher distance
‘above geosynchronous altitude in the next few days. PanAmSat estimates that
 there is enough fuel left on the satellite to achieve a much higher de—orbit
 altitude.                      '                         '      -

 Grant of this STA request is in the public interest. PanAmSat‘s emergency
 operations in response to the extraordinary and unforeseen anomaly on Intelsat
 4 has minimized the potential for harm to other geostationary satellite
 operators. PanAmSat acted as soon as practicable to move Intelsat 4 to a
 reasonable altitude above the geostationary arc given the impact of the
 anomaly on the company‘s ability to command the spacecraft. PanAmSat‘s
 continued emergency operations will further facilitate the safe disposal of
 Intelsat 4.

 For the reasons set forth herein, PanAmSat respectfully requests that the
 Commission expeditiously grant this request for special temporary authority to
 conduct emergency operations for the Intelsat 4 satellite.
