        The application of PanAmSat Licensee Corp. (PanAmSat), IBFS File No. SAT—STA— 20091202—00137,
for special temporary authority to drift the Intelsat 1R space station (Call Sign $2368) from the 45.0° W.L.
orbital location to the 50.0° W.L. orbital location and to temporarily operate Intelsat 1R at the 50.0° W.L. orbital
location is GRANTED. Accordingly, PanAmSat is authorized for a period of 30 days, commencing on
December 17, 2009, to conduct Telemetry, Tracking, and Command operations using the following frequencies:

               Earth—to—space: 13.995 GHz (horizontal and vertical polarization) and 14.4985 GHz (left—hand
               circular polarization)

               Space—to—Earth: 11.696 GHz (horizontal, vertical, and left—hand circular polarization) and 11.697
               GHz (horizontal, vertical, and left—hand circular polarization)

        These operations are authorized in accordance with the technical specifications set forth in PanAmSat‘s
application, the Commission‘s rules, and the following conditions:

        1.     All operations during the drift shall be on an unprotected and non—harmful interference basis, i.e.,
PanAmSat shall not cause harmful interference to, and shall not claim protection from, interference cause to it
by any other lawfully operating station.

        2.    In the event of any harmful interference during Intelsat 1R‘s drift to the 50.0° W.L. orbital
location, PanAmSat shall cease operations immediately upon notification of such interference, and shall inform
the Commission, in writing, immediately of such an event.

      3.     During the drift to the 50.0° W.L. orbital location, PanAmSat may not operate Intelsat 1R‘s
communications payload.

        4.      Any action taken or expense incurred as a result of operations pursuant to this special temporary
authority is solely at PanAmSat‘s own risk.

      5.      Grant of this authorization is without prejudice to any determination that the Commission may
make regarding permanent operations of the Intelsat 1R space station at the 50.0° W.L. orbital location.

        6.      PanAmSat is afforded thirty days from the date of release of this grant and authorization to
decline this authorization as conditioned. Failure to respond within this period will constitute formal acceptance
of the authorization as conditioned.

       (2      This action is issued pursuant to Section 0.261 of the Commission‘s rules on delegated authority,
47 C.F.R. § 0.261, and is effective immediately. Petitions for reconsideration under Section 1.106 or
applications for review under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed
within 30 days of the date of the public notice indicating that this action was taken.

PanAmSat Licensee Corp. herein requests a grant of Special Temporary Authority for 30 days,
beginning December 17,   2009 to drift Intelsat 1R from 45.0 W.L.   to 50.0 W.L.   and operate
temporarily at the 50.0 W.L.   location.   PanAmSat has a pending application to modify the license
of Intelsat 1R to allow it to relocate the satellite to,    and operate it in the C— and Ku—bands at,
50.0 W.L., where it will temporarily be co—located with Intelsat 705.

             Dear Ms. Dortch:

             PanAmSat Llcensee Corp. ("PanAmSat") herein requests Special Temporary
             Authority ("STA")‘ for 30 days beginning December 17, 2009 to drift Intelsat
             1R from 45.0° W.L. to 50.0° W.L. and operate temporarily at the 50.0° W.L.
             location. PanAmSat has a pending application to modify Intelsat 1R‘s license
             to allow it to relocate the satellite to, and operate it in the C— and Ku—bands at,
             50.0° W.L.*, where it will temporarily be co—located with Intelsat 705."
             Initially, in order to ease the transition of customers from Intelsat 705 to
             Intelsat 1R, Intelsat 1R will operate at. 50.0° W.L. in inclined orbit mode, but
             will return to station—kept.mode once Intelsat 705 is relocated.

             PanAmSat expeéects to have Intelsat 1R at 50.0° W.L. within two weeks of
             beginning the drift. During the drift, PanAmSat will utilize only Intelsat 1R‘s
             TT&C frequencies and will follow industry practices for coordinating TT&C —
             transmissions during the relocation process. The specific TT&C frequenc1es
             are as follows

Grant of this STA request is in the public interest because it will facilitate
PanAmSat‘s provision of continuity of service to customers at 50.0° W.L. .
Grant of the STA also will serve the public interest by affording the
Commission additional time to complete its review of PanAmSat‘s pending
modification application to relocate Intelsat 1R to, and operate at, 50.0° W.L.
Because the pending modification application only recently went on Public
Notice, it may not be granted by December 17, 2009. PanAmSat understands
and accepts that a grant of STA would not prejudge the Commission‘s
‘determination of PanAmSat‘s request to operate Intelsat 1R at 50.0° W.L. on a
permanent basis, and any drift /operation of the satellite at that location
pursuant to STA would be at PanAmSat‘s risk.

Grant of this STA request will not result in increased risk of harmful
interference. As noted above, PanAmSat will operate only TT&C frequencies
during the drift and will coordinate its TT&C transmissions with operators of
satellites in the drift path.. Should any interference occur during the drift,
PanAmSat will take all reasonable steps to eliminate such interference. At the
50.0° W.L. location, PanAmSat will operate the satellite‘s communications            _
payload in conformance with its coordination agreements covering the
location.

PanAmSat has assessed and limited the probability of the space station
becoming a source of debris as a result of collisions with large debris or other
‘operational space stations. Except for Intelsat 705, Intelsat 1R will not be
located at the same orbital location as another satelliteor at an orbital location
that has an overlapping station—keeping volume with another satellite.*
Further, PanAmSat is not aware of any other FCC licensed system, or any
other system applied for and under consideration by the FCC, having an


* Intelsat 1R and Intelsat 705 will be operated in the same east/west station—
keeping box until Intelsat 705 is relocated.

overlapping station—keeping Volfime with Intelsat 1R at 50.0° W.L. Finally,
PanAmSat is not aware of any system with an overlapping station—keeping
volume with Intelsat 1R that is the subject of an ITU filmg and thatis either in
orbit or progressing towards launch. _

For the reasons set forth herein, PanAmSat respectfully requests that the
Commission expeditiously grant this request
