Dear Mr. Nelson:

        DIRECTV Enterprises, LLC (“DIRECTV”) hereby gives notice that it has successfully
de-orbited its DIRECTV 3 space station, which has operated most recently pursuant to a
Canadian license at the 82° W.L. orbital location. The de-orbiting was completed on June 12,
2009. The final measured orbit of the DIRECTV 3 satellite has an apogee and perigee of 383 km
and 342 km above geosynchronous orbit, respectively. In the course of de-orbiting the satellite,
DIRECTV depleted the propellant tanks, discharged the batteries, disconnected the power from
the bus, and shut off all payloads and payload heaters.
