The application of PanAmSat Licensee Corp. (PanAmSat) for special temporary
authority, IBFS File No. SAT—STA—20090210—00020, IS GRANTED. Accordingly,
PanAmSat is authorized for a period of 30 days commencing on February 18, 2009, to
perform tracking, telemetry, and command (TT&C) functions with the SBS—6 satellite
(Call Sign: $2707) to execute end—of—life maneuvers boosting the satellite to a disposal
orbit above the geostationary arce in accordance with the terms, conditions, and technical
specifications set forth in its application, the Commission‘s rules, and the following
conditions:

       1. PanAmSat shall coordinate all orbit raising maneuver TT&C operations with
          existing geostationary satellites to ensure that no unacceptable interference
          results from its TT&C operations during its disposal operations.

       2. During the disposal operations, no harmful interference shall be caused by
          SBS—6 to any other lawfully operating space station or radio communications
          system and operations of the SBS—6 satellite shall cease immediately upon
          notification of such interference.

       3. PanAmSat is required to accept interference from other lawfully operating
          space stations of radio communications systems.

       4. Any action taken or expense incurred as a result of operations pursuant to this
          special temporary authority is solely at PanAmSat‘s own risk.

       5. Within 30 days of completion of the end—of—life maneuvers, PanAmSat shall
          send a letter to the Chief, Satellite Division, International Bureau, indicating
           the apogee and perigee of the SBS—6 disposal orbit.

 Dear Ms. Dortch:

 PanAmSat Licensee Corp. (“PanAmSat”) pursuant to Section 25.120 of the
 rules of the Federal Communications Commission ("FCC" or "Commission"),"
 herein requests Special Temporary Authority ("STA"), beginning on February
 18, 2009, and lasting for a period of thirty days, in order to de—orbit the SBS—6 _
 satellite (Call Sign $2707) from its currentlocation at $0.90° W.L. and to.
 perform telemetry, tracking and command (“TT&C”) functions with SBS—6
 during this maneuver.

  Grant of this STA is in the public interest. The SBS—6 satellite was launched in _
 October 1990 and hasexperienced recent health issues that have shortened its >
 expected useful life. Accordmgly, PanAmSat cannot redeploy the satellite as
 planned to 76.85° W. L. and will instead de—orbit the satellite. All customers
 currently receiving service on SBS—6 will be relocated prior to the satelhte
 being de—orbited.

 PanAmSat intends to de—orbit the SBS—6 satellite to a perigee of at least 150
  km above geosynchronous altitude. This perigee was selected based on
  PanAmSat‘s propellant accounting, recent experience with SBS—6‘s maneuver
_ performance, and calculations of the current fuel situation. All remaining fuel
  will be used for de—orbiting maneuvers. If there is enough fuel left to do so,    ‘
  the SBS—6 satellite will be taken to a perigee higher than 150 km. As a satellite
  launched prior to March 18, 2002, the minimum perigee requirements for
  decommissioning set forth in Section 25.283(a) of the Commission‘s rules do
  not apply to SBS—6°

The de—orbit of SBS—6 will not cause any significant risk of harmful
interference to other satellites. During the de—orbit, the satellite‘s
communications payload will remain inactive and only the TT&C payload will
operate. PanAmSat requests authority to operate the following TT&C
frequencies: 12.195 GHz and 12.198 GHz (telemetry downlink frequencies)
and 14.003 GHz {(command uplink frequencies). These frequencies will be
coordinated and will operate on a non—interference basis.*

Finally, consistent with Section 25.283(c), upon completion of de—orbit
maneuvers, all stored energy sourcés will be discharged by venting excess
propellant, discharging batteries, relieving pressure vessels, and other
appropriate measures.

For the reasons set forth herein, PanAmSat respectfully requests that the
Commission expeditiously grant this request for special temporary authority to
de—orbit the SBS—6 satellite.
