                                             Dear Ms. Dortch:

                                             PanAmSat Licensee Corp. ("PanAmSat") hereby notifies the Commission that
                                             it has successfully de—orbited its Galaxy 4R satellite. The de—orbiting was
                                             completed on April 21, 2009. The final measured orbit of the Galaxy 4R
                                             satellite is 124 km above the geostationary arc, with an apogee and perigee of
                                             129 km and 119 km above the arc, respectively. All available fuel was used to
                                             propel the satellite as high as possible above the geostationary arc. In the
                                             course of de—orbiting the satellite, PanAmSat depleted the propellant tanks,

                                             discharged the batteries, disconnected the power from the bus, and shut off the
                                             transmitters.
