PanAmSat Licensee Corp.‘s (PanAmSat) request for special temporary authority to
continue to operate its C— and Ku—band satellite, Galaxy 11 (Call Sign: $2253), at the
92.9° W.L. orbital location, IBFS File No. SAT—STA—20080822—00156, IS GRANTED.
Accordingly, PanAmSatis authorized, for an additional period through October 23, 2008
to conduct space station Telemetry, Tracking, and Control operations on Galaxy 11
necessary to support operations at the 92.9° W.L. orbital location. Additionally,
PanAmSat is authorized to provide Fixed Satellite Services (FSS) in the 3700—4200 MHz
(space—to—Earth), 5925—6425 MHz (Earth—to—space), 11.7 to 12.2 GHz (space—to—Earth),
and 14.0—14.5 GHz (Earth—to—space) frequency bands using the Galaxy 11 satellite at the
92.9° W.L. orbital location. These operations are authorized in accordance with the
technical specifications set forth in the application, this Attachment, and Federal
Communication Commission‘s (Commission) Rules and subject to the following
conditions:
    1. Operation of Galazy 11 at the 92.9° W.L. orbital location shall be on an
        unprotected and non—harmfulinterference basis, 7.e., PanAmSat shall not cause
        harmful interference to, and shall not claim protection from, interference caused
        to it by any other lawfully operating station.
   2. In the event that Galaxy 11 causes harmful interference to any other lawfully
      operating station during Galaxy 11‘s drift to or while at the 92.9° W.L. orbital
        location, PanAmSat shall cease operations immediately uponnotification of such
        interference, and shall inform the Commission, in writing, immediately of such an
        event.
   3.   While at the 92.9° W.L. orbital location, PanAmSat shall maintain the Galaxy 11
        spacecraft with an east/west longitudinal station—keeping tolerance of 0.05
        degrees.
   4. PanAmSat shall operate the Galaxy 11 satellite in compliance with all existing
      coordination agreements.

   5.. Any action taken or expense incurred as a result of operations pursuant to this
       special temporary authority is solely at PanAmSat‘s own risk.

   6. PanAmSatis afforded thirty days from the date of release of this authorization to
      decline this authorization as conditioned. Failure to respond within this period
      will constitute formal acceptance of the authorization as conditioned.
   7. This action is issued pursuant to Section 0.261 of the Commission‘s rules on
        delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
        reconsideration under Section 1.106 or applications for review under Section


1.115 of the Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within
30 days of the date of the public notice indicating that this action was taken.
