The request of DIRECTV Enterprises, LLC (“DIRECTV”) for special temporary authority
(STA), File No. SAT-STA-2008070 1-00136, IS GRANTED. Accordingly, DIRECTV IS
AUTHORIZED, for a period of two days between July 7,2008 and July 11,2008, to conduct in-
orbit testing of DIRECTV 11 using the 29.437 GHz uplink (Earth-to-space) and 18.732 GHz
downlink (space-to-Earth) frequencies at the 100.7’ W.L. orbital location, using the Los Angeles
downlink spot beam, with an emission designator of 36MOG7W, and a maximum downlink
power flux density of -1 18 dBW/m2/MHz.’ This STA is granted in accordance with the terms,
conditions, and technical specifications set forth in DIRECTV’s application, this Attachment, and
the Commission’s rules:

    1. DIRECTV shall coordinate its operations with all potentially affected operating satellite
       networks to ensure that no unacceptable interference results from its operations while at
       the 100.7” W.L. orbital location.

    2. DIRECTV’s operations shall not cause harmful interference to any lawfully operating in-
       orbit satellites or radiocommunication systems. DIRECTV shall cease operations
       immediately upon notification of such interference and DIRECTV shall inform the FCC
       in writing within three days of such an event.

    3. DIRECTV is required to accept interference from other lawfully operating in-orbit
       satellites and radiocommunication systems.

    4. DIRECTV must coordinate all of its Ka-band downlink operations with Federal fixed-
       satellite systems, both geostationary and non-geostationary, in accordance with footnote
       US334 to the Table of Frequency Allocations, 47 C.F.R. 5 2.106. Absent a coordination
       agreement pursuant to footnote US334, DIRECTV shall operate its Ka-band downlinks
       on a non-harmful interference basis with regards to Federal systems in the 18.3-18.8 GHz
       bands and must terminate its Ka-band downlink operations immediately in the event that
       such operations cause harmful interference into operating Federal systems. In addition,
       DIRECTV must accept interference from such systems absent a coordination agreement
       pursuant to footnote US334.

    5. DIRECTV is required to send a notification via email to the individuals listed below upon
         commencement of testing and again upon conclusion of testing. edavison@,ntia.doc.nov;
         jmcfall@,ntia.doc.aov; and chip .flemina@,fcc.aov.

    6. Any action taken or expense incurred as a result of operations pursuant to this special
       temporary authority is solely at DIRECTV’s own risk.

    7. DIRECTV is afforded thirty days from the date of release of this authorization to decline
       this authorization as conditioned. Failure to respond within this period will constitute
       formal acceptance of the authorization as conditioned.

8. This Authority is granted pursuant to Section 0.261 of the Commission's rules on
   delegated authority, 47 C.F.R. 5 0.26 I, and is effective immediately. Petitions for
   reconsideration under Section 1.106 or applications for review under Section 1.1 15 of the
   Commission's rules, 47 C.F.R. $9 I . 106, 1.1 15, may be filed within 30 days of the date
   of the public notice indicating that this action was taken.

       Re:    Request for Special Temporary Authority for In-Orbit Testing of
              DIRECTV 11 at 100.7’ W.L.

Dear Ms. Dortch:

       DIRECTV Enterprises, LLC (“DIRECTV”) hereby requests Special Temporary
Authority (“STA”) to conduct in-orbit testing (“IOT”) of a single Ka-band beam on the
DIRECTV 11 satellite at the 100.7” W.L. orbital location for a period of approximately
two days during the week of July 7-1 1.

        DIRECTV 11 was launched on March 19,2008. It is currently operating at the
100.7’ W.L. position, using a 17/24 GHz BSS payload.’ DIRECTV desires to conduct
IOT of a single spot beam on the satellite’s Ka-band payload over an approximately two-
day period. Specifically, DIRECTV requests authority to use one 36 MHz transponder
on the spot beam covering the Los Angeles DMA operating with a center frequency of
29437 MHz Earth-to-space and 18732 MHz space-to-Earth.

        This very limited operation and testing of DIRECTV 11 will not result in harmful
interference to other satellite systems. The only other co-frequency satellites located
within two degrees of arc are DIRECTV 8 and DIRECTV 9S, operating at 100.85” W.L.
and 101.1O W.L., respectively, and DIRECTV anticipates no difficulty in coordinating
the operations of its satellites. Furthermore, DIRECTV is prepared to terminate all
testing operations immediately upon notification from the Commission that its operations
cause harmful interference to any authorized user of the spectrum.

         Grant of this STA request will serve the public interest by allowing DIRECTV to
test the DIRECTV 11 satellite and associated ground infrastructure to confirm certain
operational characteristics relevant to ongoing service to millions of DIRECTV
subscribers. Accordingly, DIRECTV requests the expeditious grant of special temporary
authority.
