         PanAmSat Licensee Corp.3 request, File No. SAT-STA-20080627-00132, is
granted. Accordingly, PanAmSat Licensee Corp. (PanAmSat) is authorized, for a period
of 60 days commencing on July 1,2008, to conduct Telemetry, Tracking, and Command
TT&C) operations with the Galaxy 12 satellite to effect the drift of the Galaxy 12 satellite
from the 125.1' W.L. orbital location to the 122.9' W.L. orbital location and while
operating at the 122.9' W.L. orbital location. During the drift from 125.1' W.L. to 124.0'
W.L., PanAmSat is authorized to use 6424.50 MHz (verticakight-hand-circular
polarization) for command, and 4 198.0 MHz (horizontal/left-hand-circularpolarization),
and 4 199.875 MHz (horizontal/ left-hand-circular polarization) for telemetry. During the
drift from 124.0' W.L. to 122.9' W.L. and while operating at the 122.9' W.L. orbital
location, PanAmSat is authorized to use 6424.5 MHz (horizontalhght-hand-circular
polarization) for command, and 4 198.O MHz (vertical/left-hand-circular polarization) and
4 199.875 MHz (vertical/left-hand-circular polarization) for telemetry. This authorization
shall be in accordance with the technical specifications set forth in PanAmSat's
application, this Attachment, and the Commission's rules and subject to the following
conditions:
        1.      All operations during the drift and while at the 122.9' W.L. orbital
location shall be on an unprotected and non-harmful interference basis, i.e., PanAmSat
shall not cause harmful interference to, and shall not claim protection from, interference
caused to it by any other lawhlly operating radiocommunication station.

       2.      In the event of any harmful interference during Galaxy 12's drift to the
122.9' W.L. orbital location, or while at the 122.9' W.L. orbital location, PanAmSat shall
cease operations immediately upon notification of such interference and PanAmSat shall
inform the FCC in writing within three days of such an event.

       3.     During the drift to the 122.9' W.L. orbital location, PanAmSat may not
operate Galaxy 12's communications payload.

       4.      Once Galaxy 12 has arrived at the 122.9 'W.L. orbital location, we
authorize PanAmSat to operate the C-band payload using the 3700-4200 MHz downlink
(space-to-Earth) and 5925-6425 MHz uplink (Earth-to-space) frequency bands for a
period of 72 hours in the event that emergency restoration service for Galaxy 18 becomes
necessary.

       5.     While at the 122.9" W.L. orbital location, PanAmSat shall maintain the
Galaxy 12 spacecraft with an east/west longitudinal station-keeping tolerance of 0.05
degrees.

        6.    This grant of special temporary authority is without prejudice to any
action on IBFS File No. SAT-MOD-20080630-00133.


        7.      Any action taken or expense incurred as a result of operations pursuant to
this special temporary authority is solely at PanAmSat’s own risk

        8.     This action is issued pursuant to Section 0.261 of the Commission’s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.1 15 of the
Commission’s rules, 47 C.F.R. §Q 1.106, 1.1 15, may be filed within 30 days of the date
of the public notice indicating that this action was taken.

         PanAmSat requests Special Temporary Authority (STA) to drift Galaxy 12 to 122.9 degrees WL
         and to operate TT&C frequencies during the drift and at that location. PanAmSat also
         requests STA to operate the Galaxy 12 C-band payload at 122.9 degrees WL for 72 hours if
         the need to provide emergency restoration service should arise.

Dear Ms. Dortch:

PanAmSat Licensee Corp. ("PanAmSat") herein requests Special Temporary Authority
("STA'7)1for 60 days beginning immediately to drift the Galaxy 12 (S2422) satellite from
125.10"W.L.2 to 122.9" W.L. and to operate the TT&C frequencies specified below
during the drift and at that location. PanAmSat also seeks STA to operate the C-band
payload on Galaxy 12 at 122.9" W.L. for a period of 72 hours if the need to provide
emergency restoration service should arise. The proposed STA will permit PanAmSat to
optimize Galaxy 12 as an in-orbit back-up satellite for the western edge of the U.S. arc.
PanAmSat soon will file a fleet management notice of modification to allow Galaxy 12's
permanent relocation to and operation at 122.9" W.L.

During the drift of Galaxy 12 from 125.10" W.L. to 122.9" W.L., PanAmSat will utilize
only TT&C frequencies on the satellite. Those TT&C frequencies are as follows:

From 125.1" W.L. to 124.0"W.L.:

           Command:        6424.50 MHz (Vertical/RHCP)

           Telemetry:      4 198.0 MHz (HorizontaVLHCP)
                           4199.875 MHz (Horizontal/LHCP)

From 124.0"W.L. to 122.9"W.L.:

           Command:        6424.5 MHz (Horizontal/RHCP)

           Telemetry:      4 198.0 MHz (Vertical/LHCP)
                           4199.875 MHz (VerticaVLHCP).

'PanAmSat has filed this STA request, an FCC Form 159 and a $790.00 filing fee electronically via the
International Bureau's Filing System.

    File No. SAT-MOD-2005 1206-00262 (grant stamp Jan. 26. 2006 with conditions).


Grant of this STA request will serve the public interest as required under Section 25.120
of the FCC's           Specifically, grant will enable PanAmSat immediately to commence
relocation of the Galaxy 12 in-orbit back-up satellite to the optimal orbital location to
ensure continuity of service to customers in the domestic cable arc in the event of an
unanticipated satellite outage. More precisely, PanAmSat has determined that relocation
of Galaxy 12 to 122.9" W.L. will enable the satellite to best serve as a "hot spare" for the
recently launched Galaxy 18 at 123" W.L. and be well positioned to provide back-up
service to satellites at the nominal 133" W.L., 127" W.L., 125" W.L., 99" W.L., and 91"
W.L. orbital locations. The processing time associated with a request for modification
would extend the period of time at which the Galaxy 12 satellite is at a less than optimal
back-up location. For these reasons, grant of PanAmSat's request for STA serves the
public interest.

Moreover, grant of this STA request will not result in increased risk of harmful
interference. At the nominal 123.0" W.L. location, PanAmSat currently operates its
recently-launched Galaxy 18 ~atellite.~   As noted above, Galaxy 12 will be operated as a
spare and there will be no simultaneous co-frequency operation with respect to Galaxy
18. PanAmSat and its sister company Intelsat North America LLC also operate C-band
satellites at the adjacent nominal orbital locations 125" W.L. and 121" W.L. PanAmSat
will operate Galaxy 12 at 122.9" W.L. in accordance with existing PanAmSat and Intelsat
coordination agreements and the FCC's rules governing operations at the nominal 123.O"
W .L. location vis-a-vis adjacent locations.

For the reasons set forth above, PanAmSat respectfully requests that the Commission
expeditiously grant this request.
