PanAmSat Licensee Corp.'s request, File Nos. SAT-STA-20080428-00092 and SAT-
STA-20080523-00 114, is granted. Accordingly, PanAmSat Licensee Corp. (PanAmSat)
is authorized through and until June 9,2008 to continue to operate the Galaxy 17 satellite
(Call Sign: S2715) at the 122.9' W.L. orbital location in the 5925-6425 MHz (Earth-to-
space) and 3 700-4200 MHz (space-to-Earth) conventional C-band frequencies, and in the
14.0-14.5 GHz (Earth-to-space) and 11.7-12.2 GHz (space-to-Earth) conventional Ku-
band frequencies. Additionally, PanAmSat is authorized to conduct space station
Telemetry, Tracking, and Control (TT&C) operations using the 5925.5 MHz (Left Hand
Circular Polarization), 6424.5 MHz (Right Hand Circular Polarization), 5925.5 MHz
(Horizontal) and 6424.5 MHz (Vertical) command frequencies; and the 4 197.125 MHz
(Horizontal), 4197.125 MHz (Left Hand Circular Polarization), 4198.875 MHz
(Horizontal) and 4 198.875 (Right Hand Circular Polarization) telemetry frequencies to
effect Galaxy 17's operations at the 122.9' W.L. orbital location. These authorizations
shall be in accordance with the technical specifications set forth in its application, this
Attachment, and the Commission's rules and subject to the following conditions:
         1.     All operations shall be on an unprotected and non-harmful interference
basis, i.e., PanAmSat shall not cause harmful interference to, and shall not claim
protection from, interference caused to it by any other lawfully operating station.

       2.       In the event of any harmful interference as a result of Galaxy 17's
operations at the 122.9" W.L. orbital location, PanAmSat shall cease operations
immediately upon notification of such interference, and shall inform the Commission, in
writing, immediately of such an event.

       3.     While at the 122.9' W.L. orbital location, PanAmSat shall maintain the
Galaxy 17 spacecraft with an east/west longitudinal station-keeping tolerance of +/- 0.05
degrees.

       4.     This action is issued pursuant to Section 0.261 of the Commission's rules
on delegated authority, 47 C.F.R. 6 0.261, and is effective immediately.

      PanAmSat Licensee Corp. herein requests a 30-day extension, until June 2, 2008, of the
      Special Temporary Authority originally granted PanAmSat to drift Galaxy 17 to 122.9 W.L.
      and to temporarily operate the satellite at that location.

           Dear Ms. Dortch:

           PanAmSat Licensee Corp. ("PanAmSat") herein requests a 30-day extension -
           until June 2,2008 - of the Special Temporary Authority (IISTA'l)loriginally
           granted PanAmSat to drift Galaxy 17 to 122.9" W.L. and to temporarily
           operate the satellite at that location? In support of its request, Pamimsat
           submits the following information.

           PanAmSat is authorized to operate Galaxy 17 at 91" W.L? PanAmSat
           currently plans to have Galaxy 17 replace Galaxy 11, which is operating at that
           location. However, as explained in the original STA request, the delay in the
           launch of Galaxy 18 has required that PanAmSat drift Galaxy 17 to 122.9'
           W.L. rather than 91" W.L. and temporarily operate the satellite at 122.9" W.L.
           in order to ensure continuity of station-kept service for customers currently on
           Galaxy lOR, which is low on fuel.

           During the continued drift to 122.9' W.L. only the following TT&C
           fiequencies will be operated on Galaxy 17: command frequencies 5925.5 MHz
           (LHCP), 6424.5 MHz (RHCP),5925.5 MHz 0and 6424.5 MHz (V);
           telemetry frequencies 4197.125 MHz (H), 4197.125 MHz (LHCP), 4198.875
           MHz (H) and 4198.875 (RHCP).4 Once located at 122.9" W.L., the satellite
           will operate in the conventional C-and Ku- bands.


             PanAmSat has filed this STA request, an FCC Form 159 and a $790.00 filing
           fee electronically via the International Bureau's Filing System.

            Galaxy 17 is expected to arrive at 122.9' W.L. on May 7,2008.

    All operations of Galaxy 17 at 122.9' W.L. will be in conformance with
    relevant coordination agreements P m S a t has reached with other
    administrations regarding operations at the location. In addition, PanAmSat
    will operate in accordance with the FCC's rules designed to allow co-
I   frequency, co-coverage operations in a two-degree spaced environment. As a
I
    result of these efforts, PanAmSat's operation of Galaxy 17 at the 122.9' W.L.
    location poses no risk of h a r m interference to adjacent operational satellites.

    Additionally, Padunsat has assessed and limited the probability of the space
    station becoming a source of debris as a result of collisions with large debris or
    other operational space stations. PanAmSat is not aware of any other FCC
    licensed system, or any other system applied for and under consideration by
    the FCC, having an overlapping stationkeeping volume with Galaxy 17 at
    122.9' W.L. PanAmSat is not aware of any system with an overlapping
    stationkeeping volume with Galaxy 17 that is the subject of an ITU filing and
    that is either in orbit or progressing towards launch.

    Grant of this STA request will serve the public interest by allowing PanAmSat
    to transfer trafEc from Galaxy 1OR to Galaxy 17 at 122.9" W.L. until Galaxy

    18 is launched and the traflic can be transferred to Galaxy 18 This, in turn,
    will allow PanAmSat to ensure continuity of service at the nominal 123.0"
    W.L. location to customers of Galaxy 1OR.

    For the reasons set forth herein, PanAmSat respectfidly requests that the
    Commission expeditiously grant this request.
