PanAmSat Licensee Corp. 's request (PanAmS at's), File No. SAT-STA-20080307-00060,
IS GRANTED. Accordingly, PanAmSat IS AUTHORIZED, for a period of 30 days,
commencing on March 17,2008, to conduct space station Telemetry, Tracking, Control,
and Monitoring (TTC&M) operations necessary to effect the drift of the Galaxy 17
satellite from the 73.95" W.L. orbital location to the 90.90' W.L. orbital location and
remain at that location in accordance with the terms, conditions, and technical
specifications set forth in its application, this Attachment and the Federal
Communications Commission's (Commission) Rules.

    1.    All operations shall be on an unprotected and non-harmful interference basis,
          i.e., PanAmSat shall not cause harmful interference to, and shall not claim
          protection from interference caused to it by, any other lawfully operating
          radiocommunication system.

   2.     In the event of any harmful interference as a result of PanAmSat's operations
          during the drift of the Galaxy 17 satellite from the 73.95' W.L. orbital location
          to the 90.90' W.L. orbital location or while at that location, PanAmSat shall
          cease operations immediately upon notification of such interference and shall
          inform the Commission, in writing, immediately of such an event.

   3.     During the drift of the Galaxy 17 satellite from the 73.95' W.L. orbital
          location to the 90.90' W.L. orbital location and while at the 90.90" W.L.
          orbital location, PanAmSat shall not operate the communications payload on
          the satellite pursuant to this authorization.

   4.     This action is issued pursuant to Section 0.261 of the Commission's rules on
          delegated authority, 47 C.F.R. 5 0.26 1, and is effective immediately. Petitions
          for reconsideration under Section 1.106 or applications for review under
          Section 1.115 of the Commission's rules, 47 C.F.R. $5 1.106, 1.115, may be
          filed within 30 days of the date of the public notice indicating that this action
          was taken.

                     Dear Ms. Dortch:

                     PanAmSat Licensee Corp. ("PanAmSat") herein requests a grant of Special
           ,       - Temporary Authority ("STA")' for 30 days commencing March 17,2008 to
                     begin drifting Galaxy 17 fiom 73.95" W.L. to 90.90' W.L. and to temporarily
                     operate Galaxy 17's TT&C fiequencies at 90.90' W.L. In support of its
                     request, PaylAmSat submits the following information.

                     PaJnAmSat is authorized to operate Galaxy 17 at 91" W.Li2 ParArnSat currently
                     plans to have Galaxy 17 replace Galaxy 11,which is operating at that location.

                     Galaxy 17 is currently located at 73.95" W.L, where PanAmSat is operating .
                     only the satellite's TT&C frequencies pursuant to an STA.3 As explained in
                     that STA request, Galaxy 17 may be required to move to 123" W.L. in the event
                     of a delay in, or failure of, the launch of Galaxy 18. Galaxy 18, which is
                     licensed to operate at 123" W.L.? currently is expected to be launched in early
                     May 2008 by Sea Launch. The satellite currently operating at 123" W.L. -
                     Galaxy 10R - is low on fuel. If the launch of Galaxy 18 is delayed beyond the
                     date that Galaxy 10R must be placed in inclined orbit operations, or if Galaxy
                      18 suffers a launch failure, then PanAmSat will seek FCC authority to drift
                     Galaxy 17 to 123' W.L. and temporarily operate it at that location in order to
                     ensure continuity of station-kept service for customers currently on G a l v y 1OR.

The launch two launches ahead of Galaxy 18 on the Sea Launch manifest took
place as scheduled and Intelsat is fairly confident that the launch ahead of
Galaxy 18 will take place in mid-March. As such, PanAmSat seeks authority to
begin drifting Galaxy 17 to the nominal 91" W.L. location beginning March 17,
2008.

However, because P h S a t will not know for certain whether Galaxy 17 is
needed at 123" W.L. until after Galaxy 18 is successllly launched, PanAmSat
seeks to keep the satellite temporarily at 90.90" W.L.'and defer traffic transfer
fiom Galaxy 11 to Galaxy 17. Thus, PanAmSat will operate only Galaxy 17's
TT&C fiequencies at the 90.90" W.L. location. PanAmSat will not operate
Galaxy 17's communications payload until the satellite has moved to 91" W.L.
and traffic has been transferred to it from Galaxy 11, all following the
successfbl launch of Galaxy 18. In addition, the placement of Galaxy 17
temporarily at 90.90" W.L. will more easily ensure the safety of both Galaxy 17
and Galaxy 11while the satellites are collocated at the nominal 91" W.L. orbital
location.

During the drift fiom 73.95' W.L. to 90.90" W.L., and while the satellite is
temporarily located at 90.90" W.L., only the following TT&C frequencies will
be operated on Galaxy 17: command frequencies 5925.5 MHz (LHCP), 6424.5
MHz (RHCP), 5925.5 MHz (H) and 6424.5 MHz (V); telemetry frequencies
4197.125 MHz    or>, 4197.125 MHz (LHCP), 4198.875 MHz (H) and 4198.875
WCP).

As noted above, the satellite ahead of Galaxy 18 is scheduled to be launched in
mid-March. Should that launch be significantly delayed -- thus significantly
delaying the launch of Galaxy 18 -- Pa;nAmSat will know that it needs to deploy
Galaxy 17 temporarily at 123' W.L. In that event, PanAmSat will immediately
request STA to drift the satellite beyond 90.90" W.L. to 123" W.L. and
temporarily operate it at the 123' W.L. location.

All operations of Galaxy 17 at 90.90" W.L. will be in conformance with .            I


relevant coordination agreements PanAmSat has reached with other
administrations regarding operations at the nominal 91" W.L. location. In           ,
addition, PanAmSat will operate in accordance with the FCC's rules designed to
allow co-frequency, co-coverage operations in a two-degree spaced                   Ij

environment. As a result of these efforts, PadmSat's operation of Galaxy 17         I
at the 90.90' W.L. location poses no risk of harmful interference to adjacent
operational satellites.                                                             I

         Grant of this STA request will serve the public interest by allowing PanAmSat
I        to delay traffic transfer from Galaxy 11 to Galaxy 17 until PanAmSat
         determines whether the latter is needed at 123" W.L. to ensure continuity of
         service as a result of a delay in, or failure of, the launch of Galaxy 18.

         For the reasons set forth herein, PanArnSat respectfblly requests that the
