        PanAmSat Licensee Corp.'s (PanAmSat) request, File No. SAT-STA-200801 17-
00027, IS GRANTED. Accordingly, PanAmSat IS AUTHORIZED, for a period of 2 1
days, commencing on January 24,2008, to continue to operate the Galaxy 17 satellite
(Call Sign: S2715) in the 5925-6425 MHz (Earth-to-space) and 3700-4200 MHz (space-
to-Earth) conventional C-band frequencies, and in the 14.0-14.5 GHz (Earth-to-space)
and 11.7-12.2 GHz (space-to-Earth) conventional Ku-band frequencies, at the 74.05"
W.L. orbital location. Additionally, PanAmSat IS AUTHORIZED to conduct space
station Telemetry, Tracking, and Control (TT&C) operations on Galaxy 17 to effect its
operations at the 74.05" W.L. orbital location. These operations are authorized in
accordance with the terms, conditions, and technical specifications set forth in its request,
this Attachment, and the Federal Communication Commission's (FCC) rules.

         1.     All operations shall be on an unprotected and non-harmful interference
basis, i.e., PanAmSat shall not cause harmful interference to, and shall not claim
protection from, interference caused to it by any other lawfully operating station.

       2.       In the event of any harmful interference as a result of PanAmSat's
operations at the 74.05' W.L. orbital location, PanAmSat shall cease operations
immediately upon notification of such interference, and shall inform the Federal
Communications Commission (FCC), in writing, immediately of such an event.

        3.      PanAmSat shall maintain the Galaxy 17 spacecraft at the 74.05' W.L.
orbital location with an east/west longitudinal station-keeping tolerance of 0.05 degrees.

        4.      PanAmSat shall operate the Galaxy 17 spacecraft at the 74.05' W.L.
orbital location in compliance with all existing coordination agreements.

        5.      Any action taken or expense incurred as a result of operations pursuant to
this special temporary authority is solely at PanAmSat's own risk.

        6.     This action is issued pursuant to Section 0.261 of the Commission's rules
on delegated authority, 47 C.F.R. 6 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission's rules, 47 C.F.R. $5 1.106, 1.115, may be filed within 30 days of the date
of the public notice indicating that this action was taken.

     PanAmSat Licensee Corp. (‘PanAmSat’)herein requests a three-week further extension, from
     01/24/2008 through 02/13/2008, of the STA granted PanAmSat to operate Galaxy 17 at 74.05
     W.L. to satisfy a customer’s temporary requirement for service at that location.

        Dear Ms. Dortch:

        PanAmSat Licensee Corp. ("PanAmSat") herein requests a three-week firrther
        extension -- from January 24,2008 through February 13,2008 -- of the Special
        Temporary Authority ("STA")* granted PanAmSat to operate Galaxy 17 at
        74.05" W.L. to satisfy a customer's temporary requirement for service at that
        location.2 Galaxy 17 is currently operating at 74.05" W.L., but will shortly be
        replaced by Horizons 2. In support of its request, PanAmSat submits the
        following information.

        PafzAmSat is authorized to permanently operate Galaxy 17 at 91.0' W.L.3
        PanAmSat currently plans to have Galaxy 17 replace Galaxy 11' which is
        operating at that location. Immediately following the satellite's launch,
        PanAmSat temporarily operated Galaxy 17 for a short period of time at 8 1.O"
        W.L.4 PanAmSat subsequently conducted in-orbit testing of Galaxy 17 at 75.5"
        W.L.,5 after which it deployed the satellite to 74.05' W.L. to satisfy a
        customer's temporary requirement for service at that location.



         PanAmSat has filed this STA request, an FCC Form 159 and a $790.00 filing
        fee electronically via the International Bureau's Filing System.

On December 21,2007, Intelsat (PanAmSat's parent) successfully launched the
Horizons 2 satellite, which is licensed to operate at 74.05" W.L! Horizons 2
recently completed in-orbit testing at 67.5" W.L.7 and is scheduled to begin
drifting to 74.05' W.L. on January 17. Upon Horizons 2's arrival at 74.05"
W.L., traffic fi-om Galaxy 17 will be transferred to Horizons 2. Traffic transfer
is expected to be completed on or about February 8,2008.* Following traffic
transfer and upon receipt of FCC approval, PanAmSat plans to drift Galaxy 17
to 73.95" W.L. and operate only the satellite's TT&C fi-equenciestemporarily at
that ~ocation.~

PanAmSat will continue to operate Galaxy 17 at 74.05" W.L. in conformance
with relevant coordination agreements PanAmSat has reached with other
administrations regarding operations at the nominal 74.0" W.L. location. In
addition, PanAmSat will continue to operate in accordance with the FCC's rules
designed to allow co-frequency, co-coverage operations in a two-degree spaced
environment. As a result of these efforts, PanAmSat's continued operation of
Galaxy 17 at the 74.05" W.L. location poses no risk of harmhl interference to
adjacent operational satellites. Moreover, grant of this STA request will not
negatively affect current services at Galaxy 17's ultimate location -- 91.0" W.L.
-- as Galaxy 11's expected service life for full CONUS capabilities is June
2009.

 Grant of this STA request will serve the public interest by allowing PanAmSat
 to continue to satisfy a customer's temporary requirement for service at the
 74.05" W.L. location Until the Horizons 2 satellite replaces Galaxy 17. The
 customer requires this capacity as a result of a delay in the launch of one of
 customer's satellites.
