       PanAmSat Licensee Corp.'s (PanAmSat) request, IBFS File No. SAT-STA-
20080 110-00007, IS GRANTED. Accordingly, PanAmSat is authorized to operate the
Galaxy 17 satellite's (Call Sign: S27 15 ) Tracking, Telemetry, and Command (TT&C)
functions necessary to drift to and operate at the 73.95" W.L. orbital location for a period
of 30 days commencing on February 8,2008 using the following TT&C frequencies:
5925.5 MHz (left-hand-circular polarization), 6424.5 MHz (right-hand-circular
polarization), 5925.5 MHz (horizontal polarization) and 6424.5 MHz (vertical
polarization), for command operations; and 4197.125 MHz (horizontal polarization),
4197.125 MHz (left-hand-circular polarization), 4 198.875 Mhz (horizontal polarization)
and 4 198.875 Mhz (right-hand-circular polarization), for telemetry operations. This
authorization is subject to the terms, conditions, and technical specifications set forth in
PanAmSat's application, this Attachment, and the Commission's rules:

         1.     All operations shall be on an unprotected and non-harmful interference
basis, i.e., PanAmSat shall not cause harmful interference to, and shall not claim
protection fi-om, interference caused to it by any other lawfully operating station.

       2.       In the event of any harmful interference as a result of PanAmSat's
operations at the 73.95" W.L. orbital location, PanAmSat shall cease operations
immediately upon notification of such interference, and shall inform the Federal
Communications Commission (FCC), in writing, immediately of such an event.

        3.     PanAmSat shall not operate the satellite's communications payload.

        4.      PanAmSat shall maintain the Galaxy 17 spacecraft at the 73.95" W.L.
orbital location with an east/west longitudinal station-keeping tolerance of 0.05 degrees.

         5.     PanAmSat shall operate the Galaxy 17 spacecraft at the 73.95" W.L.
orbital location in compliance with all existing coordination agreements.

        6.      Any action taken or expense incurred as a result of operations pursuant to
this special temporary authority is solely at PanAmSat's own risk.

        7.     This action is issued pursuant to Section 0.261 of the Commission's rules
on delegated authority, 47 C.F.R. 8 0.26 1, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission's rules, 47 C.F.R. $8 1.106, 1.115, may be filed within 30 days of the date

Dear Ms. Dortch:

PanAmSat Licensee Corp. ("PanAmSat") herein requests a grant of Special
Temporary Authority ("STA")' for 30 days beginning February 8,2008, to drift
Galaxy 17 fiom 74.05' W.L. to 73.95' W.L. immediately following traffic
transfer fiom Galaxy 17 to Horizons 2 at 74.05' W.L. and to temporarily
operate Galaxy 17's TT&C fi-equencies at 73.95' W.L. In support of its
request, PanAmSat submits the following information.

PanAmSat is authorized to operate Galaxy 17 at 91" W.L.2 Pa31AmSat currently
plans to have Galaxy 17 replace Galaxy 11, which is operating at that location.
Pursuant to FCC approval, PanAmSat temporarily operated Galaxy 17 for a

On December 21,2007, Intelsat CpanAmSat's parent) successfully launched the
Horizons 2 satellite, which is licensed to operate at 74.05' W.L? Horizons 2 is
currently undergoing in-orbit testing at 67.5' W.L.6 Upon completion of in-
orbit testing, Horizons 2 will drift to 74.05" W.L. and traffic from Galaxy 17
will be transferred to Horizons 2. Traffic transfer is expected to be completed
on or about February 8,2008.

  After traffic transfer, and following receipt of FCC approval, PanAmSat plans
  to move Galaxy 17 to 73.95' W.L. and temporarily operate only the satellite's
  TT&C frequencies at that location rather than begin drifting the satellite to its
  permanent location of 91'W.L. for the following reason. PanAmSat's Galaxy
  18, which is licensed to operate at 123' W.L., currently is expected to be
  launched on May 3,2008 by Sea Launch. That launch date, however, may be
  delayed if the launches of the two satellites ahead of Galaxy 18 on the launch
  manifest are delayed. The satellite currently operating at 123" W.L. - Galaxy
  1OR - is low on fuel. If the launch of Galaxy 18 is delayed beyond the date that
  Galaxy 1OR must be placed in inclined orbit operations, then PanAmSat will
  seek FCC authority to drift Galaxy 17 to 123' W.L. and temporarily operate it
  at that location in order to ensure continuity of station-kept service for
  customers currently on Galaxy 1OR. However, because PanAmSat will not
. know whether Galaxy 17 is needed at 123' W.L. until after the satellite would
  arrive at 91" W.L. were it drifted directly to that location following traffic
  transfer, PanAmSat seeks to keep the satellite temporarily at 73.95' W.L. rather
  than risk having to stop the satellite at 91" W.L. and re-start it again to drift to
  123" W.L., as such a stop/start would consume a large amount of fuel and
  thereby shorten the life of the satellite. In addition, PaJnAmSat is seeking to
  move Galaxy 17 to 73.95' W.L. to more easily ensure the safety of both Galaxy
  17 and Horizons 2 while the satellites are collocated at the nominal 74.0' W.L.
  orbital location.

During the drift fi-om 74.05' W.L. to 73.95" W.L., and while the satellite is
temporarily located at 73-95"W.L., only the following TT&C frequencies will
be operated on Galaxy 17: command frequencies 5925.5 MHz (LHCP), 6424.5
MNz (RHCP), 5925.5 MHz (H) and 6424.5 MHz (V); telemetry frequencies

        4197.125 MHz (H), 4197.125 M H z (LHCP), 4198.875 MHz (H) and 4198.875
        WCW

        The satellites ahead of Galaxy 18 on the launch manifest are currently
        scheduled for launch in mid-January and early March. Thus, PanAmSat expects
        to know in early March whether it needs to deploy Galaxy 17 temporarily at
        123' W.L. If Galaxy 17 is needed at 123" W.L., PanAmSat will immediately
        request STA to drift the satellite to - and temporarily operate it at - that
        location.

        All operations of Galaxy 17 at 73.95' W.L. will be in conformance with
        relevant coordination agreements PanAmSat has reached with other
        administrationsregarding operations at the nominal 74.0' W.L. location. In
        addition, PanAmSat will operate in accordance with the FCC's rules designed to
        allow co-frequency, co-coverage operations in a two-degree spaced
        environment. As a result of these efforts, PanAmSat's operation of Galaxy 17
        at the 73.95" W.L. location poses no risk of hannfbl interference to adjacent
        operational satellites.

        Grant of this STA request will serve the public interest by allowing PanAmSat
        to conserve Galaxy 17's fuel - and thus operational life - until PanAmSat
        determines whether the satellite is needed at 123" W.L. to ensure continuity of
        service as a result of a delay in the launch of Galaxy 18.
