Attachment IBFS File No. SAT-STA-20080104-00004 January 25,2008 PanAmSat Licensee Corp.'s (PanAmSat) request, IBFS File No. SAT-STA- 20080 104-00004, IS GRANTED. Accordingly, PanAmSat is authorized to operate the SBS-6 satellite's (Call Sign: S2707) Tracking, Telemetry, and Command (TT&C) functions necessary to drift to and operate at the 80.90" W.L. orbital location for a period of 30 days commencing on January 28,2008 using the following TT&C frequencies: 14003 MHz (horizontal polarization) and 14497 MHz (vertical polarization), for command operations; and 12195 MHz (vertical polarization), 12198 MHz (vertical polarization), 12195 MHz (horizontal polarization) and 12198 MHz (horizontal polarization). This authorization is subject to the terms, conditions, and technical specifications set forth in PanAmSat's application, this Attachment, and the Commission's rules: 1. All Operations shall be on an unprotected and non-harmful interference basis, i.e., PanAmSat shall not cause harmful interference to, and shall not claim protection from, interference caused to it by any other lawfully operating station. 2. In the event of any harmful interference as a result of PanAmSat's operations at the 80.90" W.L. orbital location, PanAmSat shall cease operations immediately upon notification of such interference, and shall inform the Federal Communications Commission (FCC), in writing, immediately of such an event. 3. PanAmSat shall not operate the satellite's communications payload. 4. PanAmSat shall maintain full operational control of SBS-6 at all times. 5. This authorization is issued on the express understanding that, to the extent PanAmSat and its affiliated companies, pursuant to any arrangement with Empressa Argentina de Soluciones Satelitales Sociedad Anonima AR-SAT (AR-SAT), and its affiliated companies, will conform its operations to any parameters agreed to in coordination agreements between the Administration of Argentina and other Administrations, responsibility for both compliance with, and enforcing compliance with, those arrangements and agreements is a matter which would arise under private law. 6. This authorization is issued with the understanding that this grant is not an approval of any specific arrangement entered into by PanAmSat, its subsidiaries and affiliates, nor of any specific provision of any such arrangement concerning operation of the SBS-6 satellite, nor is this grant an approval of an arrangemenuagreement concerning any related matter, nor of any specific provision of any such arrangemenuagreement concerning any related matter. 7. This authorization is issued with the understanding that the United States remains the licensing administration of the SBS-6 satellite and its communications payloads, for purposes of International Telecommunication Union (ITU) Radio

Regulation 18.1, and that any operations of the SBS-6 at the 80.90" W.L. orbital location are pursuant to ITU Radio 4.4. 8. This authorization is issued with the understanding that with respect to its filings with the ITU for the 80.90" W.L. orbital location, the Administration of Argentina is not acting pursuant to Article 9 of the Radio Regulations on behalf of the United States Administration. 9. This authorization is issued with the understanding that this grant does not in any way express a view concerning, or agreement as to, the validity or lack of validity of any ITU filing at or within the vicinity of the 80.90' W.L. orbital location. 10. Grant of this authorization does not convey to PanAmSat any authority to operate a space station at the 80.90' W.L. orbital location beyond the term granted herein, nor any priority in the United States satellite licensing process relative to applications for authority to operate a regularly authorized satellite at this orbital position. 11. This authorization is issued without prejudice any action on lBFS File No. SAT-MOD-20071221-00182. 12. Any action taken or expense incurred as a result of operations pursuant to this special temporary authority is solely at PanAmSat's own risk. 13. This action is issued pursuant to Section 0.261 of the Commission's rules on delegated authority, 47 C.F.R. 5 0.261, and is effective immediately. ("PanAmSat") herein requests Special Temporary Authority ("STA")l for 30 days to immediately begin drifting SBS-6 fkom 73.95' W.L. to 8O.9O0W.L.,and to operate the satellite's TT&C frequencies at 80.90' W.L. PanAmSat has a pending modification application to redeploy the satellite to 80.90" W.L., where it will o erate in accordance with the Argentine Administration's Ku-band ITU filkgs.P As further explained below, Intelsat seeks this STA in order to begin drifting the satellite in time to anive at 80.90' W.L. prior to the start of the eclipse season, which begins late February 2008. Because PanAmSat' s underlying modification application for this redeployment may not be granted by that time, PanAmSat requests expeditious grant of this request. PanAmSat currently operates SBS-6at the 73.95' W.L. location pursuant to STA.3 PanAmSat is seeking to redeploy SBS-6 to 80.90' W.L. in order to satisfy a U.S. Government demand for Ku-band capacity at that location. PanAmSat expects to have SBS-6 at 80.90" W.L. approximatelythree and a half weeks after it has received drift authority. During the drift, PanAmSat will utilize only SBS-6's TT&C fiequencies and will follow industry practices for coordinating TT&C trknsmissions during the relocation process. PadmSat attaches herewith as Attachments 1 and 2, respectively, copies of (1) a letter fiom the President of Empressa Argentina de Soluciones Satelitales Sociedad Anonima AR-SAT (“AR-SAT”) certifying that the company holds a valid authorization fiom the Argentine Government to operate a satellite at the nominal 8 1.O’ W.L. location and that Intelsat (PanAmSat’s parent) may operate a U.S.-licensed satellite at that location starting within five months of December 17,2007, and (2) a letter from the Argentine Secretary of Communications attaching a true and correct copy of AR-SAT’S authorization and stating that said authorization is in full force and e f f e ~ t . ~ I Grant of this STA request is in the public interest because having the satellite on-station and in a stable configuration prior to the start of the eclipse season avoids having to conduct stopping maneuvers with potentially depleted battery power, which would represent a risk to the safety of the satellite. PanAmSat can avoid this risk by beginning the satellite’s drift in mid-January. Grant of this STA request will not result in increased risk of harmful interference. As noted above, PaJnAmSat will operate only TT&C fkequencies during the drift, and will coordinate its TT&C transmissions with operators of satellites in the drift path. Should any interference occur during the drift, P a s a t will take all reasonable steps to eliminate such interference. PanAtnSat will not operate the communications payload on the satellite at 80.90’ W.L. until it has received FCC authorization to do so. The letters are in both Spanish and English.
