PanAmSat Licensee Corp.'s (PanAmSat's) request, File No. SAT-STA-2007 1018-00143,
IS GRANTED. Accordingly, PanAmSat is authorized to operate the Intelsat 11
satellite's (Call Sign: S2237) Tracking, Telemetry, and Command (TT&C) functions at
the 43.2" W.L. orbital location for the period of 30 days commencing on November 3
using the following TT&C frequencies: center frequencies 1 3246.5 MHz (horizontal
polarization) and 13995.5 MHz (vertical polarization), each with a bandwith of 1000
mhz; for command operations; and at the center frequencies 11448 MHz (horizontal
polarization) and 11449 MHz (horizontal polarization), each with a bandwidth of 500
mhz, for telemetry operations. This authorization is subject to the terms, conditions, and
technical specifications set forth in its application and this Attachment and the
Commission's rules:

    1.    All operations shall be on an unprotected and non-harmful interference basis,
          i. e., PanAmSat shall not cause harmful interference to, and shall not claim
          protection from interference caused to it by, any other lawfully operating
          radiocommunication system.

   2.     In the event of any harmful interference as a result of PanAmSat's operations
          at the 43.2" W.L. orbital location, PanAmSat shall cease operations
          immediately upon notification of such interference and shall inform the FCC,
          in writing, immediately of such an event.

   3.     While at the 43.2" W.L. orbital location, PanAmSat shall maintain the Intelsat
          11 spacecraft with an east/west longitudinal station-keeping tolerance of 0.05
          degrees.

   4.     Any actions taken as a result of the operation of Intelsat 11 pursuant to this
          authorization are solely at PanAmSat's own risk.

   5.     This action is issued pursuant to Section 0.261 of the Commission's rules on
          delegated authority, 47 C.F.R. tj 0.261, and is effective immediately. Petitions
          for reconsideration under Section 1.106 or applications for review under
          Section 1.1 15 of the Commission's rules, 47 C.F.R. $5 1.106, 1.1 15, may be
          filed within 30 days of the date of the public notice indicating that this action
          was taken.

           Dear Ms. Dortch:

           PanAmSat Licensee Corp. ("PanAmSat") herein requests a grant of Special
           Temporary Authority ("STA")' for 30 days beginning November 3,2007, to
           stop Intelsat 11 at 43.2' W.L. and temporarily operate only the satellite's TT&C
           frequencies at that location. Intelsat 11 currently is licensed to operate at 43.1"
           W.L. after completion of in-orbit testing at 47.5' W.L. and the satellite
           ultimately will be deployed to that location. However, for the reasons explained
           below, PanAmSat wishes temporarily to keep the satellite at 43.2' W.L., while
           operating only the satellite's TT&C frequencies.

           As the Commission is aware, Intelsat 11 is a replacement satellite for Intelsat
           6B, which currently operates at 43.1' W.L. Originally, PanAmSat intended to
           drift Intelsat 11 to 43.1' W.L. immediately after completion of in-orbit testing
           and to transfer the traffic currently on Intelsat 6B to Intelsat 11 at this location.
           Subsequently, Intelsat 6B would be moved to 43.2" W.L. until the satellite is
           de-~rbited.~   However, because htelsat 11 does not yet have the requisite
           landing rights in one country, the traffic on htelsat 6B cannot be transferred to
           Intelsat 11 immediately after the latter has completed in-orbit testing. In order
           to ensure safe station-keeping of both htelsat 11 and Intelsat 6B, PanAmSat
           now intends to stop Intelsat 11 at 43.2" W.L. and operate only the satellite's
           TT&C frequencies at that location until traffic transfer legally can occur at

43.1" W.L.4 To the extent it needs such authorization, PanAmSat asks that this
STA request also include the ability to drift Intelsat 11 to 43.1" W.L. at such
time as traffic transfer legally can occur.

Because PanAmSat cannot anticipate precisely when it will receive the requisite
foreign landing rights for Intelsat 11 it is concurrently filing a 180-day STA
request to operate the satellite's TT&C frequencies at 43.2" W.L. PanAmSat
hlly expects, however, to have the requisite landing rights needed to transfer
traffic from Intelsat 6B to Intelsat 11 well before the current expected end-of-
life date of Intelsat 6B, which is February 2008.

Whle Intelsat 11 is located temporarily at 43.2" W.L., and while it
subsequently drifts from 43.2" W.L. to 43.1" W .L., only the following TT&C
frequencies will be operated on the satellite: command fiequencies 13246.5
MHz (horizontal polarization) and 13995.5 h4Hz (vertical polarization);
telemetry frequencies 11448 MHz (horizontal polarization) and 11449 MHz
(horizontal polarization).

All TT&C operations of Intelsat 11 at 43.2"W.L. will be in conformance with
relevant coordination agreements PanAmSat has reached with other
administrations regarding operations at the nominal 43.0" W.L. location. In
addition, PanAmSat will operate in accordance with the FCC's rules designed to
allow co-frequency, co-coverage operations in a two-degree spaced
environment. As a result of these efforts, PanAmSat's operation of Intelsat 11's
TT&C frequencies at the 43.2' W.L. location poses no risk of harmful
interference to adjacent operational satellites.

Grant of this STA request will serve the public interest by allowing PanAmSat
to ensure the safe station-keeping of Intelsat 11 and Intelsat 6B at the nominal
43.0" W.L. location until services legally can be transferred from the latter to
the former. As noted above, PanAmSat expects to be able to move Intelsat 11
to 43.1" W.L. and complete the traffic transfer well in advance of the need to
de-orbit Intelsat 6B.




 In-orbit testing of Intelsat 11 currently is expected to be completed on or about
October 28,2007. The satellite is expected to arrive at 43.2" W.L. on or about
November 7,2007. PanAmSat has asked for grant of this STA beginning
November 3,2007 to accommodate a possible earlier arrival by the satellite.
