Dear Ms. Crandall:

        This letter refers to the above-referenced application filed by PanAmSat Licensee Corp.
(PanAmSat). In that application, PanAmSat seeks, among other things, special temporary
authority to perform in-orbit testing for its Intelsat 11 satellite at the 47.5” W.L. orbital location in
the “conventional Ku-band” for a period of 60 days.’ (The “conventional Ku-band” refers to the
11.7-12.2 GHz and 14.0-14.5 GHz frequencies.) For the reason set forth below, we dismiss
PanAmSat’s request to conduct in-orbit testing in the conventional Ku-band frequencies.

         On October 4,2007, we granted PanAmSat’s modification application, as amended, to
construct, launch, and operate its Intelsat 11 satellite at the 43.1” W.L orbital location in the
3700-4200 MHz, 5925-6425 MHz, 10.70-11.45 GHz, 12.75-13.25 GHz, and 13.75-14.00 GHz
frequency bands.* In that application, PanAmSat did not request authority to operate Intelsat 11
in the 1 1.7-12.2 GHz or the 14.0-14.5 GHz bands, nor did it indicate that the satellite is capable
of operating in these bands,




’ PanAmSat also sought authority to conduct IOT in the conventional C-band. That portion of the request
is being granted contemporaneously with the letter. See PanAmSat, Request for Special Temporary
Authority to Conduct In-Orbit Testing of IS-1 1, partially authorized by grant stamp, Int’l Bur., Sat. Div.
(Oct. 5 , 2007).

         Because we cannot authorize PanAmSat to operate on frequency bands not incorporated
on its satellite, we dismiss as unacceptable for filing, pursuant to Section 0.261 of the
Commission’s rules on delegated authority, 47 C.F.R. § 0.261, the portion of PanAmSat’s STA
request seeking to conduct IOT in the conventional Ku-band.
