The request of DIRECTV Enterprises, LLC ("DIRECTV") for special temporary
authority (STA), File No. SAT—STA—20070628—00089, IS GRANTED. Accordingly,
DIRECTV IS AUTHORIZED for a period of 60 days commencing on July 18, 2007 to
conduct telemetry, tracking and command (TT&C) operations necessary to relocate the
SPACEWAY 1 satellite from the 102.8° W.L. orbital location to the 102.885° W.L.
orbital location and to operate at that location. DIRECTV is also authorized to operate
the Ka—band payload (18.3—18.8/19.7—20.2 GHz (Downlink) and 28.35—28.60/29.25—30.00
GHz (Uplink)). This authorization is granted in accordance with the terms, conditions,
and technical specifications set forth in DIRECTV‘s application, this Attachment, and the
Commission‘s rules:

        1.   All operations shall be on an unprotected and non—harmful interference basis,
i.e., DIRECTV shall not cause harmful interference to, and shall not claim protection
from interference caused to it by, any other lawfully operating radiocommunication
system.

       2. In the event of any harmful interference as a result of Spaceway 1‘s operations
during relocation or during operations at the 102.885° W.L. orbital location, DIRECTV
shall cease operations immediately upon notification of such interference and shall
inform the Commission, in writing, immediately of such an event.

         3. DIRECTV shall coordinate its TT&C operations with existing geostationary
satellites to ensure that no unacceptable interference results from its TT&C operations
during the drift from 102.8° W.L. to 102.885° W.L.

       4. DIRECTV must coordinate all of its Ka—band downlink operations with
Federal fixed—satellite systems, both geostationary and non—geostationary, in accordance
with footnote US334 to the Table of Frequency Allocations, 47 C.F.R. § 2.106. Absent a
coordination agreement pursuant to footnote US334, DIRECTV shall operate its Ka—band
downlinks on a non—harmful interference basis with regards to Federal systems in the
18.3—18.8 and 19.7—20.2 GHz bands and must terminate its Ka—band downlink operations
immediately in the event that such operations cause harmful interference into operating
Federal systems. In addition, DIRECTV must accept interference from such systems
absent a coordination agreement pursuant to footnote US334.

        5. Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at DIRECTV‘s own risk.

        6. DIRECTV is afforded thirty days from the date of release of this authorization
to decline this authorization as conditioned. Failure to respond within this period will
constitute formal acceptance of the authorization as conditioned.


       7. This Authority is granted pursuant to Section 0.261 of the Commission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately.                                                Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date
of the public notice indicating that this action was taken.

           Dear Ms. Dortch:

                   DIRECTV Enterprises, LLC ("DIRECTV") hereby requests Special Temporary
           Authority ("STA") to operate its SPACEWAY 1 satellite at the 102.885° W.L. orbital
           location for up to 60 days beginning approximately July 16, 2007.

                  SPACEWAY 1, a Ka—band satellite, currently operates at the 102.8° W.L.
           position. In order to make room for DIRECTV 10, another Ka—band satellite licensed at
           the same nominal orbital location that is scheduled to be launched next week, DIRECTV
           has applied for a modification of the SPACEWAY 1 license to relocate slightly, to
           102.885° W.L.‘ The requested STA would allow DIRECTV to accomplish this objective
           while its underlying application is being processed.

                  Operation of SPACEWAY 1 at 102.885° W.L. will not result in harmful
           interference to any other satellite systems. DIRECTV holds the Ka—band authorization
           for the nearest slot (101° W.L.), and DIRECTV intends to self—coordinate its operations
           to minimize any disruption. All other operational Ka—band satellites are located more
           than two degrees away from the location proposed for SPACEWAY 1.

       Grant of this STA request will serve the public interest by allowing DIRECTV to
reconfigure its satellite constellation in anticipation of DIRECTV 10‘s launch and
operation while avoiding a potentially hazardous situation at a congested slot. In
addition, grant of this STA request will not result in increased risk of harmful
interference to any other system, as DIRECTV will operate on a non—harmful interference
basis.

        Accordingly, DIRECTV requests the expeditious grant of special temporary
authority.
