The request of DIRECTV Enterprises, LLC ("DIRECTV*") for special temporary
authority (STA), File No. SAT—STA—20070607—00078, IS GRANTED. Accordingly,
DIRECTV IS AUTHORIZED, for thirty days commencing August 10, 2007, to operate
the DIRECTV 10 satellite at the102.6° W.L. orbital location after launch to conduct in—
orbit testing (IOT) using the 29.250—29.500 GHz/28.350—28.600 GHz (uplink) and
18.300—18.800 GHz (downlink) frequencies and to conduct telemetry, tracking and
command (TT&C) operations in the 29.251 GHz and 29.493 GHz (uplink), 18.30025
GHz and 18.30075 GHz (downlink) frequencies necessary to maintain the satellite at that
location and to drift the satellite to its assigned orbital location at 102.8° W.L. following
the end of IOT. This authorization is granted in accordance with the terms, conditions,
and technical specifications set forth in DIRECTV‘s application, this Attachment, and the
Commission‘s rules:

          1. All operations shall be on an unprotected and non—harmful interference basis,
i.e., DIRECTV shall not cause harmful interference to, and shall not claim protection
from interference caused to it by, any other lawfully operating radiocommunication
system.

        2. In the event of any harmful interference as a result of DIRECTV 10‘s
operations during relocation or during operations at the 102.6° W.L. orbital location,
DIRECTV shall cease operations immediately upon notification of such interference and
shall inform the Commission, in writing, immediately of such an event.

       3. DIRECTV‘s operations at 102.6° W.L. shall be limited solely to IOT
operations and shall not include the provision of commercial services.

       4. DIRECTV must coordinate all of its Ka—band downlink operations with
Federal fixed—satellite systems, both geostationary and non—geostationary, in accordance
with footnote US334 to the Table of Frequency Allocations, 47 C.F.R. § 2.106. Absent a
coordination agreement pursuant to footnote US334, DIRECTV shall operate its Ka—band
downlinks on a non—harmful interference basis with regards to Federal systems in the
18.3—18.8 and 19.7—20.2 GHz bands and must terminate its Ka—band downlink operations
immediately in the event that such operations cause harmful interference into operating
Federal systems. In addition, DIRECTV must accept interference from such systems
absent a coordination agreement pursuant to footnote US334.

          5. DIRECTV shall coordinate its TT&C operations with existing geostationary
satellites to ensure that no unacceptable interference results from its TT&C operations
during the drift from 102.6° W.L. to its assigned orbital location at 102.8° W .L.


        6. Any action taken or expense incurred as a result of operations pursuant to this
special temporary authority is solely at DIRECTV‘s ownrisk.

        7. DIRECTV is afforded thirty days from the date of release of this authorization
to decline this authorization as conditioned. Failure to respond within this period will
constitute formal acceptance of the authorization as conditioned.

        8. This Authority is granted pursuant to Section 0.261 of the Commission‘s rules
on delegated authority, 47 C.F.R. § 0.261, and is effective immediately. Petitions for
reconsideration under Section 1.106 or applications for review under Section 1.115 of the
Commission‘s rules, 47 C.F.R. §§ 1.106, 1.115, may be filed within 30 days of the date
of the public notice indicating that this action was taken.

Dear Ms. Dortch:

       DIRECTV Enterprises, LLC ("DIRECTV") hereby requests Special Temporary
Authority ("STA") to locate the DIRECTV 10 satellite at the 102.6° W.L. orbital location
for in—orbit testing ("IOT") after launch of the satellite, which is currently scheduled for
early July 2007. DIRECTV also requests that this authority cover the use of Ka—band
frequencies for telemetry, tracking and command ("TT&C") functions for a period
commencing upon reaching 102.6° W.L. through migration of the satellite to its licensed
position at the nominal 103° W.L. location. This STA will cover a period of
approximately 30 days, which DIRECTV requests be keyed to become effective upon the
satellite‘s arrival at 102.6° W.L.

         DIRECTV 10 is fully constructed and scheduled for launch early next month.
DIRECTV desires to conduct IOT for approximately four weeks before moving the
satellite slightly to its licensed position to begin commercial operations. Specifically,
DIRECTV contemplates the following schedule [with approximate dates indicated in
brackets]:

        _    After launch and orbit raising maneuvers, DIRECTV 10 will be located at
             102.6° W.L. [on or about August 17, 2007].

       e   After DIRECTV 10 reaches 102.6° W.L., DIRECTV will then commence
           IOT of the satellite [from about August 17, 2007 to September 12, 2007].‘

       _   After IOT is completed, DIRECTV 10 will then be drifted to its assigned
           location over the course of approximately three days [reaching that orbital
           position on or about September 15, 2007].

       Operation and testing of DIRECTV 10 during this maneuver will not result in
harmful interference to other satellite systems. The only other co—frequency satellites
located within two degrees of are are DIRECTV 8 and DIRECTV 98, operating at
100.85° W.L. and 101.1° W.L., respectively, and DIRECTV anticipates no difficulty in
coordinating the operations of its satellites. DIRECTV will also coordinate its TT&C
operations during drift with all other potentially affected operators to ensure that no
harmful interference results. Furthermore, DIRECTV is prepared to terminate all testing
operations immediately upon notification from the Commission that its operations cause
harmful interference to any authorized user of the spectrum.

         Grant of this STA request will serve the public interest by allowing DIRECTV to
test the DIRECTV 10 satellite to ensure that it is fully operational and ready to begin
providing service to millions of DIRECTV subscribers from the satellite‘s licensed
orbital location. Allowing DIRECTV to test the satellite at 102.6° W.L. will serve the
public interest by minimizing the risk of interference. Accordingly, and in light of the
impending launch date, DIRECTV requests the expeditious grant of special temporary
authority.
