PanAmSat Licensee Corp.‘s request, File No. SAT—STA—20070418—00062,‘ IS
GRANTED, and PanAmSat Licensee Corp. (PanAmSat) IS AUTHORIZED, for a period
of 180 days, commencing on August 7, 2007, to operate the SBS—6 satellite" (Call Sign:
$2707) at the 73.95° W.L. orbital location in the 14.0—14.5 GHz (Earth—to—space) and
11.7—12.2 GHz (space—to—Earth) conventional Ku—band frequencies and to conduct space
station Telemetry, Tracking, and Control (TT&C) operations on SBS—6 necessary to
effect operation at the 73.95° W.L. orbital location, subject to the following conditions:

     1.      All operations shall be on an unprotected and non—harmful interference basis,
             i.e., PanAmSat shall not cause harmful interference to, and shall not claim
             protection from interference caused to it by, any other lawfully operating
             radiocommunication system.

    2.       In the event of any harmful interference as a result of PanAmSat‘s operations
             at the 73.95° W.L. orbital location, PanAmSat shall cease operations
             immediately upon notification of such interference and shall inform the FCC,
             in writing, immediately of such an event.

             While at the 73.95° W.L. orbital location, PanAmSat shall maintain the SBS—6
    U




             spacecraft with an east/west longitudinal station—keeping tolerance of 0.05
             degrees.

    4.      PanAmSat shall operate the SBS—6 satellite in compliance with all existing
            coordination agreements.

    5.      Any action taken or expense incurred as a result of operations pursuant to
            special temporary authority is solely at PanAmSat‘s own risk.

    6.      This action is issued pursuant to Section 0.261 of the Commission‘s rulés
            delegated authority, 47 C.F.R. § 0.261, and is effective immediately.         1                       Term Dateg

            Dear Ms. Dortch:
            PanAmSat Licensee Corp. ("PanAmSat") herein requests a grant of Special
            Temporary Authority ("STA") for 180 days beginning June 28, 2007, to drift
            SBS—6 from 74.05° W.L. to 73.95° W.L. immediately following traffic transfer
            from SBS—6 to Galaxy 17 at 74.05° W.L. and to operate SBS—6 at 73.95° W.L.
            until Horizons 2 arrives at 74.05° W.L. Horizons 2 currently is expected to be
            launched in the third quarter of 2007. In supportof its request, PanAmSat
            submits the following information.

            On December 19, 2006, PanAmSat filed an apphcatlon for authority to launch
            and operate Galaxy 17 at 91.0° W.L.‘ PanAmSat currently plans to have
            Galaxy 17 replace Galaxy 11, which is operating at that location. On March 8,
            2007, PanAmSat filed a request for temporary authority to operate Galaxy 17
            for a short period of time at $1.0° W.L. immediately after launch." On March
            19, 2007, PanAmSat filed a request to drift Galaxy 17 from 81.0° W.L. to 75.5°
             W.L. and conduct in—orbit testing ("IOT") of Galaxy 17 at 75.5° W.L.* Upon
           — receipt of FCC approval and completion of IOT at 75.5° W.L., PanAmSat plans

 to drift Galaxy 17 from 75.5° W.L. to 74.05° W.L. and temporarily operate the
 satellite at 74.05° W.L.*
 After traffic transfer, and following receipt of FCC approval, PanAmSat plans
 to move SBS—6 to 73.95° W.L. to more easily ensure the safety of both satellites
 while they are collocated at the nominal 74.0° W.L. orbital location. During the
 drift from 74.05° W.L. to 73.95° W.L., only the following TT&C frequencies
 will be operated on SBS—6: command frequencies 14.497 GHz and 14.003 GHz
 (vertical polarization); telemetry frequencies 12.195 GHz and 12.198 GHz
 (horizontal polarization}. (On—station command and telemetry frequencies will
 be identical to those listed above, but with opposite polarizations, respectively.)

 PanAmSat will operate the satellite at 73.95° W.L. until such time as Horizons
 2 arrives at 74.05° W.L. Should Horizons 2 experience a launch failure, SBS—6
 will be used to provide continuity of semces in Ku—band once G—17 departs the
 location.                            —

 All operations of SBS—6 at 73.95° W.L. will be in conformance with relevant
 coordination agreements PanAmSat has reached with other administrations
 regarding operations at the nominal 74.0° W.L. location. In addition,
 PanAmSat will operate in accordance with the FCC‘s rules designed to allow
 co—frequency, co—coverage operations in a two—degree spaced environment. As
  a result of these efforts, PanAmSat‘s operation of SBS—6 at the 73.95° W.L.
  location poses no risk of harmful interference to adjacent operational satellites.

   Grant of this STA request will serve the public interest by allowing PanAmSat
   to shift services from an older satellite nearing the end of its station—kept life ——
— SBS—6 —— to a new satellite —— G17 (and subsequently to Horizons 2). In
   addition, grant of this STA request will help ensure continuity of service to
 _ customers at the nominal 74.0° W.L. location in the event of a launch failure.
