    Dear Ms. Dortch:

            DIRECTV Enterprises, LLC ("DIRECTV") hereby confirms that it has
    successfully de—orbited its DIRECTV 2 space station, which operated most recently
    pursuant to a Canadian license at the 91° W.L. orbital location. The de—orbiting was
    completed on May 20, 2007. The final measured orbit of the DIRECTV 2 satellite has an
    apogee and perigee of 499.3 km and 431.2 km above geosynchronous orbit, respectively.
    In the course of de—orbiting the satellite, DIRECTV depleted the propellant tanks,
    discharged the batteries, disconnected the power from the bus, and shut off all payloads
    and payload heaters.
