               Dear Ms. Dortch:

                       Pursuant to Section 25.280(a) of the Commission's rules (47 C.F.R. 0
               25.280(a)), PanAmSat Licensee Corp. hereby notifies the FCC of the
               commencement of inclined orbit operations for Galaxy 4R, which currently is
               drifting toward 76.85" W.L. Set forth below is the information required by the
               Commission.

               (1)       The operator's name is PanAmSat Licensee Corp.

               (2)       The satellite left the 0.05" inclination control box on August 14,2006.
                         The last northhouth station-keeping maneuver occurred on July 23,
                         2006.

               (3)       The initial inclination (after the last northhouth station-keeping
                         maneuver) was 0.01'.

               (4)       The rate of change in inclination per year is as follows:
                         2006 - 0.959' per year
                         2007 - 0.952" per year
                         2008 - 0.936' per year
                         2009 - 0.905' per year
                         2010 - 0.872' per year
                         201 1 - 0.839' per year

               (5)       The expected end-of-life of the satellite accounting for inclined orbit
                         operation is November 2009.
