PanAmSat Licensee Corp.‘s (PanAmSat‘s) application, SAT—STA—20060131—00012 (Call
Sizn: S2131), S GRANTED. Accordingly, PanAmSat is authorized,forthe period of 30
days commencing on February 14, 2006,to relocate Galaxy TR from 133.0° W.L.to 132.9°
W.L. for the purpose ofhanding off communications traficto is replacement satelite,
Galaxy 15. PanAmSat is also suthorized to continue operating the tracking, elemetry and
command (TT&C) payload on the Galaxy 1R satelite, whileat the same time performing end
oflife maneuvers to boost the sateliteto a disposal orbit above the gcostationary are, in
accordance with the terms, conditions, and technical specifications set forth in its application,
this Attachment, and the Federal Communications Commission‘s (*Commission‘) Rules.
    PanAmSat shall coordinate all of ts operations so that no harmfulinterference
    shall be caused to any other lawfully operating satellites or radiocommunication
    system. PanAmSat shall cease operations immediately upon notification of such
    interference and inform the Commission in writing immediately of such an event.
    PanAmSat is required to accept interference from other lawflly operating space stations
    or radio communications systems.
    Any actiontaken or experse incurred asa resut of aperations pursuant to this special
    temporary suthoriy is solely at PanAmSat‘s own risk.
    Within thiny days ofcompletion ofthe end oflife manewvers, PanAmSat shall provide
    the Commission in wrting with the apogee and perigee ofGalaxy 1R‘s disposal orbit.
    PanAmSat is afforded thiry days from the date ofrelease ofthis action to declinethis
    authorization as conditioned. Failuretorespond within this period willconstiuteformal
    acceptance ofthe authorization as conditioned.

                REQUEST FOR SPECIALTEMPORARY AUTHORTTY

        PanAmSat Licensee Corp. (‘PanAmSat"), pursuant to Section 25.120 of the
Commission‘s Rules," hereby requests special temporary authority (*STA") for
30 days, commencing on February 14, 2005, to: (1)relocate Galaxy 1R from 133°
W.L to 1329° W.L.for the purpose of handing off communications traffic to a
replacement satellit; and (2) once communications traffic has been handed off,
to continue operating the satellite‘s racking, telemetry and command (‘TT&C‘)
payload during end of life maneuvers.
        Galaxy 1R is approaching the end of its usefullife, and the Commission
has authorized PanAmSat to launch and operate Galaxy 15 as a replacement for
Galaxy 1R.2 Galaxy 15 has been successfully launched, has completed in—orbit
testing, and (pursuant to an STA®) is temporarily stationed at 133.25° W
        In mid—February, PanAmSat will begin relocating Galaxy 15 to its
regularly assigned orbital location of 133° W.L., where Galaxy 1R presently
operates, for the purpose of receiving a hand—off of traffic from Galaxy 1R and
commencing regular commercial operations on Galaxy 13. In order to maintain
orbital separation between Galaxy 18 and Galaxy 15,it will be necessary, at the
same time PanAmSat begins relocating Galaxy 15 to 133° W.L.,to begin
relocating Galaxy 1R to 132.9" W.L. Once these relocations have been completed
and traffic has been transferred from Galaxy 1R to Galaxy 15, Galaxy 1R will be
deorbited. During deorbit maneuvers, only the TT&C payload on Galaxy 1R will
be operated.
      PanAmSat‘s request for an STA is supported by good cause. Relocating
Galaxy 1R away from 133° W.Lwill free up that orbital location forits
replacement (Galaxy 15). Relocating Galaxy1R to 132.9° W.L. will keep the
satellite in close proximity to the replacement satellte, thereby faciltating the
transfer of traffic from Galaxy 1R to Galaxy 15. Continuing TT&C
communications during end oflife maneuvers will ensure that Galaxy 1R is
decommissioned in an appropriate manner.* t is unquestionably in the public
interest for a satellite operator to be able to transfer traffic from a satellit to ts

replacement, maintain continuity of service, and exercise control ofits spacecraft
during end oflife maneuvers.
       Accordingly, and for good cause shown, PanAmSat respectfully requests
an STA for 30 days, commencing on February 14, 2006, to relocate Galaxy 1R to
132.9° W.L. and, following the hand—off of taffic to Galaxy 15, to operate the
TT&C payload on Galaxy 1R during end oflife maneuvers.
