                    Applications of SE Americom, Inc. for Special Temporary Authority to Repoint
                    Satcom SN—A and for Modification of Satcom SN—4 Fixed Satellite Space Station License
Dear Ms. Dortch

        The Bocing Company ("Bocing") hereby filesthis letter in support of the bove—captioned
applications filed by SES Americom; Inc. on March 25, 205. Among other things, the applications
request authority to repoint the Satcom SN—4 satellite and provide Ku—band service over water areas of
International Telecommunication Union ("TTU®) Region 1. Grantof the applications will enable SE
Americom to provide Bosing with essential Ku—band satellite capacity for the Connexion by Bocing®"
system to provide         interim Pacific Ocean region ("—POR") coverage pending launch of the AMC—23
sutellte laterthis year.
        In particular, Bocing urges the Commission to afford expedited treatment to SES Americom‘s
application for special temporary authority ("STA"). Bocing‘s I—POR coverage is scheduled to
commence on April 15, 2005, and testing prior to commencement of service needs to occur beginning
April 1, 2005. Because SES Americom seeks an STA to operate for a brief 60—day period on a non—
harmful interference basis only, and because SES Americom recognizes that the STA is subject to
change or cancellation at any time upon reasonable notice and that any action taken pursuant to the STA
is atits own risk and without prejudice to any action the Commission might take on the related space
station modification application, the Commission may grant SES Americom‘s STA application on an
expedited basis.

         Finally, Bocing would note that it will soon file an amendment to ts pending application to
modify the Connexion by Boeing®®" Aeronautical Mobile—Satellte Service (‘AMSS®) blanket aireraft
earth station ("AES") authorization (File No. SES—MOD—20040301—00304) toreflect the new SN—4
operational parameters requested in SES Americom‘s applications, as well as additional information
relating to Bocing‘s request to operate U.S.—licensed AESs outside U.S.teritory and territorial waters.
