Re:     EchoStar Satellite L.L.CApplication for Special Temporary Authority To
        Conduct Telemetry, Tracking and Command Operations During the Relocation
        of EchoStar 4 to 77° W.L. (File No. SAT—STA—20050321—00068)

Dear Ms. Dortch,
                EchoStar Satelite LL.C. ("EchoStar®) hereby requests expedited action on the above—
referenced request for Special Temporary Authority to move the EchoStar 4 satellie to 77° W ... where
it will operate as a Mexican—Licensed stellite, and submitsadditional information in support ofthat
request. Specifically, the EchoStar 4 satellite can safely be moved from itscurrent position at 157° W.L.
at up to 2.5° to 3° per day. This means that in order to get to the 77° W.L. slot by the requested date
(July 1), the satellite will need to start moving by June 1, assuming an average speed of 2.7° per day (not
including the several days required to get the satellite up to speed and to slow it down as it reaches 77°
w.L).
              EchoStar further takes this opportunity to clarify that a direct—to—home ("DTH")
concession from the Mexican government is nor required to bring into use the 77° W.L. frequencies
The concession currently held by QuetzSat, S. de R.L. de C.V. (‘QuetzSat") is sufficient.
