SES Americom, Inc.‘s (*SES Americom")requestfor Special Temporary Authority (STA), File
No. SAT—STA—20041130—00214, to relocate the AMC—15 KuKa—band hybrid sateliteto the 117
W.L. orbitl location and to temporarily stop atthe 117° W.L. orbitl location 18 GRANTED
Accordingly, SES Americom is authorized to operate the AMC—15 satelfite‘s Tracking,
Telemetry, Command and Monitoring (TTC&M) during the driftot117° W.L. orbitallocation
and during its temporary stop at the 117° W.L. orbital location for the perid of30 days from
December 10, 2004 until January 9, 2005, in accordance with the terms, conditions, and technical
specifications set forth in it application and this Attachment; and
(1) During the drif othe AMC—15 satelite to the 117° W.L.orbiallocation and during ts
temporary stop atthe 117° W.L. orbital lcation, SES Americom shall not operate the
communications payload on the AMC—15."

(2) SES Americom shall coordinate ts TTC&M operations with existing geostationary satelfites
to ensurethat no unscceptable interference result from its TTC&M operations during the drif.
(3) During thdrif ofthsatelite to the 117W.L. orbiallocation and duringis temporary stop
at the 117° W.L..orbital location, no harmfulinterference shallbe caused by the AMC—15 satelite
to any otherlawfully operating satelites orradiocommunication systems. Operations ofthe
AMG—15 satelfite shall cease immediately upon notification ofsuch interference and SES
Americom shall inform the Commission in writing immediately ofsuch an event
(4) SEAmericom is required to accept iterference from other lwfully operating in—orbit
satelltes
(5) Any action taken or expense incurred as a resultofoperations parsuantt this special
authority is slely at SES Americom‘s own risk.
(6) Grant ofthe STA is withoutprejudice to our action on SES Americom‘s pending request, File
No. SAT—STA—20041012—00198, to operate the AMC—15 Ka—band payload fora period of two
months atthe 117° W.L. orbital location and to also operate the AMC—15 Ka—band payload at the
113° W.L.orbital location ata later date

EXPEDITED ACTION REQUESTED
                   APPLICATION OF SES AMERICOM, INC.
              SES Americom, Inc. (‘SES Americom") hereby respectfully requests
special temporary authority for 0 days to relocate the AMC—15 Ku/Ka—band hybrid
satellite immediately to the 117 W.L. orbital position and to operate the Ku—band
TT&C payload at that location. SES Americom seeks to commence the relocation of
AMC—15 now but would not provide services over the satellite until the Commission

acts on SES Americom‘s separate pending request to operate the Ka—band payload

of AMC—15 for a period of two months at 117° W.L.\ Grant of the instant request

will permit SES Americom to put AMC—15 in position in order to meet the time—
critical requirements of SES Americom‘s customer for service at 117° W.L. and will
free up ground equipment needed to support the launch of AMC—16 on December 16.


1      File No. SAT—STA—20041012—00198 (the "October STA Request). The
October STA Request also sought authority to operate AMC—15 at 113° W.L. at a
later date. However, the application here only requests authority to place the
satellite at 117° W.1.. pending grant of further authority to operate and relocate the
spacecraft.


             AMC—15 is a Ku/Ka—band satellite that was launched on October 15
and is licensed to operate at the 105° W.L. orbital position.® SES Americom was
authorized to test the Ku— and Ka—band payloads of AMC—15 at the 136° W.L. orbital
location.® That testing has now been completed.
             SES Americom proposes to relocate AMC—15 from 136 W.L. to
117° W.L. at the company‘s own risk pending action on the October STA Request.
The public notice period for that request recently closed, and two parties made
filings relating to the application.+ SES Americom will be responding later this
week to the NRTC and Telesat filings, and will demonstrate that neither party has

presented a legitimate obstacle to grant of the October STA Request.
             For present purposes, however, the Commission need only determine
that permitting SES Americom to relocate AMC—15 to 117° W.L. and to operate its

Ku—band TT&C payload at that location is consistent with the public interest.
Telesat has raised concerns regarding coordination of AMC—15 at 117 W.L. with

Telesat‘s existing and future operations at 118.7° W.L. SES Americom reiterates
the commitment it made in the October STA Request to coordinate with Telesat.
SES Americom has determined, based on information available to it concerning the

current Telesatoperations, that there is no overlap of AMC—15‘s Ku—band TT&C

frequencies with the Ku—band transponders or TT&C frequencies on Telesat‘s Anik

E2 spacecraft at 118.7° W.L.3 In these circumstances we do not anticipate any

problem in completing coordination of the limited Ku—band TT&C operations of

AMC—15 proposed here.

             SES Americom seeks temporary authority to relocate AMC—15 to

117° W.L. and to operate its Ku—band TT&C payload at that location pursuant to

the following conditions:

             (a)    SES Americom will coordinate its TT&C operations with all
potentially affected operating satellite networks.
              (b) No harmfulinterference will be caused to any lawfully operating
satellite network or radio communication system and SES Americom operations will
cease immediately upon notification of harmful interference. Purther, SES
Americom shall notify the Commission in writing that it has received such a
notification within 14 days of receipt.
             (¢)    SBS Americom will accept interference from any lawfully
operating satellite network or radio communication system.
             (d)   Temporary authority is limited to the Ku—band TT&C
frequencies for which the AMC—15 satellite is authorized.

              (e) The authorization is subject to change in any of its terms or
cancellation in its entirety at any time upon reasonable notice, but without hearing,
if in the opinion of the Commission circumstances require.

s     The Ku—bandtelemetzy beacons on AMC—15 operate at 11702.0 MHzand
12198.0 MHz, and the AMC—15 command frequency is at 14001.5 MHz. These
frequencies are outside the range of the Anik E2 Ku—band transponders, which
operate between 11703 and 12197 MHz on the downlink, and between 14008 and
14497 MHz on the uplink. Similarly, there is no overlap with the Anik E2 TT&C
frequencies. Anik E2 has beacons operating at 12199 and 12199.5 MHz and has a
command frequency at 14499.25 MHz.


             (0    SES Americom shall notify the Commission in writing no later
than seven days after it has commenced the move of AMC—15 to 117" W.L.

              SES Americom hereby certifies that no party to this application is
subject to a denial of federal benefits pursuantto Section 5801 of the Anti—Drug
Abuse Act of 1988, 21 U.S.C. § 862.

               SES Americom waives any claim to the use of any particular frequency
or of the electromagnetic spectrum as against the regulatory power of the United
States because of the previous use of the same, whether by license or otherwise, and
requests an authorization in accordance with this
application.
               For the foregoing reasons, SES Americom seeks temporary authority
for a period of 30 days to relocate AMC—15 to 117° W.L. and to operate only the Ku—
band TT&C payload at that location. SES Americom requests expedited action on
this application to permit relocation to commence as soon as possible.
