                           Re:    Commencement of Inclined Orbit Operations of Galaxy 3R

    Dear Ms. Dortch:

          Pursuant to Section 23.280 of the Commission‘s rules," PanAmSat Licensee Corp.
    (PanAmSat‘), by its attorneys, hereby notifies the Commission that inclined orbit
    operations have commenced on Galaxy 3R, which is located at the 111.0° W.L2
           Theinclined orbit operations began on October 1, 2004 with an initial inclination
    of0.06 degrees. The anticipated rate of change in inclination per yearis 0.95 degrees.
    Galaxy 3R has enough propellant in reserve for East—West stationkeeping and attitude
    control for approximately four years of inclined orbit operations.
           Consistent with the requirements set forth in Section 25.280(b) of the rules,
    PanAmSat will, in its operation of Galaxy 3R in an inclined orbit mode: (1) periodically
    correct the satellite‘s altitude; (2) avoid interference to adjacent satellites exceeding the

levels that would be generated absent inclined orbit operations; (3) not claim additional
protection from interference; and (3) maintain the satellite‘s authorized longitudinal
orbital location.
