Dear Ambassador Gross:

As you may recall, by letter dated October 8, 2004, I informed you of WildBlue
Communications, Inc.‘s plan to acquire and operate the Ka—band payload on the Intelsat
Americas 8 satellite at 109.2° W.L. Unfortunately, Intelsat has decided not to go forward
with the underlying transaction as it has an urgent need for other payloads on the satellite
at another orbital location. Accordingly, we are withdrawing our application at the
Federal Communications Commission for the special temporary authorization that would
have been necessary to execute WildBlue‘s plan.

I would like to thank you for the consideration and support that you and your staff have
given to WildBlue in this matter. We continue to explore alternative arrangements that
would allow us to bring the slot into use in a timely manner, and will advise you as soon
as possible if one comes to fruition.
