1)   During the drift of the SBS-4 satellite from 77' W.L. to 124.95' W.L.,
     PanAmSat shall coordinate its TT&C operations with existing
     geostationary satellites to ensure that no unacceptable interference results
     from its TT&C operations during the drift;

2)   PanAmSat shall not operate the communications payload of the SBS-4
     satellite while it is in drift or once it arrives at 124.95' W.L.;

3)   PanAmSat will, barring catastrophic failure of satellite components,
     maintain the capability to deorbit the satellite to an orbit with a perigee of
     no less than 300 kilometers above the geostationary altitude, by, for
     example, maintaining adequate fuel reserves, and

4)   This authorization is without prejudice to any action regarding permanent
     authority for PanAmSat to operate the SBS-4 satellite at the 124.95' W.L.
     orbit location.

                  REQUEST FOR SPECIAL TEMPORARY AUTHORITY

        PanAmSat Licensee Corp. ("PanAmSat L C ) , pursuant to Section 25.120 of the
Commission's rules,' hereby requests special temporary authority ("STA) for up to 180
days, commencing as soon as possible, but no later than January 12,2004, to:
(1) relocate SBS4 from 77" W.L. to 124.95"W.L.; and (2) operate the tracking, telemetry,
and command ("TT&C")payload on SBS4 during the relocation and when SBS-4 is on
station at 124.95"W.L.

        The STA requested herein would replace an STA that the Commission already
has granted to relocate SBS-4 from 77" W.L. to 125.0"W.L. The new STA would be
identical to the original STA, except that PanAmSat LC now is seeking to station SBS4
at 124.95"W.L., not 125.0"W.L. Positioning the satellite .05" further east than initially
proposed will provide a margin of safety in the separation between SBS-4 and other
satellites with which SBS-4 will be co-located, and will facilitate coordinated station-
keeping between and among SBS4 and the other satellites? PanAmSat respectfully
requests that the Commission act on the instant request no later than January 12,2004,
which is the day before SBS-4 is scheduled to arrive on station.

        SBS-4 is a Ku-band satellite that has most recently been operating at 77" W.L.
 pursuant to an STA. The STA had been held by PanAmSat LC's predecessor in interest,
 Hughes Global Services, Inc. ("HGS), but has been assigned to PanAmSat LC on a pro
forma basis pursuant to FCC consent.3 On August 19,2003, the Commission granted
 PanAmSat LC an STA to relocate SBs-4 from 77"W.L. to 125"W.L.4 SBS4 is drifting
 toward 125" W.L. in accordance with this STA, and PanAmSat LC has applied to extend
 the STA through April 14,2004, in order to complete the relocation of SBS-4.5 In
 addition to its relocation STA, PanAmSat LC has requested an STA6 and a license7 to
 operate SBS4 at 125"W.L.

      PanAmSat LC is not requesting authority herein to operate the communications
payload on SBS-4 during its relocation or when it is on station at 124.95' W.L.
Operation pursuant to the requested STA will be limited to the TT&C payload, on a
non-interference basis, and any claim to assignment of Ku-band frequencies on a
regular basis at 124.95"W.L. by virtue of the requested STA is expressly disclaimed.

       The instant request for an STA is supported by good cause. PanAmSat LC seeks
to relocate SBS-4 to 124.95' W.L. in anticipation of needing to satisfy demand for Ku-
band capacity at that orbital location. As the Commission already determined by
granting PanAmSat LCs initial STA request, grant of an STA is in public interest
because it would enable PanAmSat LC, subject to obtaining operational authority, to
serve the public. In addition, as discussed above, permitting PanAmSat LC to locate
SBS4 at 124.95" W.L. in lieu of the previously authorized 125.0' W.L. will provide a
m a r p of safety in the separation between SBS4 and other satellites with which SBM
will be co-located, and will facilitate coordinated station-keepingbetween and among
SBS4 and the other satellites.

       Grant of the requested STA, moreover, would present no significant risk of
interference to other users. The communications payload on S B s 4 will not be operated
pursuant to this STA. In addition, standard industry practices for coordination of
lT&C transmissions will be followed during the relocation process and when on
station.

       Uplink TT&C transmissions on SBS-4 will occur at 14497.0 MHz (horizontal or
vertical) and the downlink TT&Ctransmissions will occur at 12193.0 MHz and 12196.0
MHz (horizontalor vertical).B The compIete set of uplink and downlink ?T&C
frequencies are given below with corresponding polarization and antenna
specifications:

* PanAmSat LC intends to use only Ku-band frequenciesfor TT&C during the relocation. TT&C
authority for both the Ku- and C-band is being requested, however, to maximize operational flexibility.
PanAmSat LC already operates a C-band satellite, Galaxy V, at 125"W.L., and in the event that use of the
C-band TT&C frequencies is required, will ensure that such use does not interfere with its operation of
Galaxy V.


       Accordingly, and for good cause shown, PanAmSat LC respectfully requests an
STA for up to 180 days, commencing as soon as possible, but no later than January 12,
2004, to relocate SBS4 to 124.95"W.L., and to operate the lT&C payload on the satellite.
