                                   Dear Ms. Dortch:

                                   Telesat Canada (“Telesat”), by its attorneys, pursuant to Section 1.1206 of the rules
                                   of the Federal Communications Commission (“FCC”),’ provides this notice of an ex
                                   parte meeting and several ex parte telephone calls in the above-referenced
                                   proceeding in which DIRECTV Enterprises, LLC (“DIRECTV”) seeks special
                                   temporary authority to relocate the DIRECTV 3 satellite to the Canadian 82” W.L.
                                   broadcast satellite service (“BSS”) orbital location (“DIRECTV 3 STA Request”).

                                   On June 17,2004, Bert W. Rein and Jennifer D. Hindin of Wiley Rein & Fielding
                                   U P , counsel to Telesat Canada (“Telesat”), and Susan M. Eid, Vice President,
                                   Government Relations, The DIRECTV Group, and William M. Wiltshire of Harris,
                                   Wiltshire and Grannis LLP,counsel to DIRECTV, met with Sheryl Wilkerson and
                                   Bethany Smocer of the Office of the Chairman, FCC. The purpose of the meeting
                                   was to reiterate DIRECTV’s and Telesat’s interest in prompt grant of the long
                                   pending DIRECTV 3 STA request.

                                   During the meeting, the participants discussed Telesat’s customer’s urgent need for
                                   satellite capacity for the provision of BSS service to consumers in Canada. The
                                   participants also noted the successful conclusion of informal understandings of the
                                   FCC and Industry Canada concerning certain technical issues involved in the
                                   operation of DIRECTV 3 in a Canadian orbital location. Telesat and DIRECTV
                                   then noted that there were no remaining additional substantive issues in the record
                                   to be resolved. Finally, Telesat and DIRECTV requested the FCC to consider
                                   granting the requested STA in whole or in part (limited to removal of DIRECTV’s
                                   current inclination) on an immediate oral or stamp-grant basis for 30 days subject

to, and pending the conclusion of, a written order setting for the requisite terms and
conditions of operation.

Also on June 17,2004, Ms. Hindin, on behalf of Telesat, telephoned Breck
Blaylock, Thomas Tycz and Karl Kensinger, all of the International Bureau, to
discuss these same issues.
