         REQUEST FOR EXTENSION OF SPECIAL TEMPORARY AUTHORITY

      PanAmSat Licensee Corp. ("PanAmSat"), pursuant to Section 25.120 of the
Commission's rules,l hereby requests extension of its Special Temporary Authority
("STA")2 until June 1,2003, to continue operation of the TT&C payload on Galaxy 111-R.

         The Commission initially granted PanAmSat an STA through May 28,2003 to:

          (1)relocate Galaxy 111-R from 74" W .L., where it has been operating on a
             temporary basis pursuant to an STA, to 111.1"W.L.; and

          (2) operate the tracking, telemetry, and command ("TT&C) payload on Galaxy
              111-R during the relocation.

        As stated in PanAmSat's initial STA request, Telesat Canada ("Telesat") has
leased all of the C-band and Ku-band capacity on Galaxy 111-R for operation at 111.1
W.L. As an interim measure pending the launch of a replacement satellite, Telesat
plans to transfer traffic at 111.1 W.L. from Anik E-2, which is approaching the end of its
useful life, to Galaxy 111-R. Although Galaxy 111-R has been successfully relocated to
111.1"W.L., Telesat's authorization, issued by Industry Canada, to operate the satellite
at that orbital location will not commence until June 1,2003. Accordingly, PanAmSat
requires a brief extension of its STA, through June 1,for the limited purpose of
continuing to operate the TT&C payload (and only the TT&C payload) on Galaxy 111-R.

        By granting PanAmSat's initial STA request, the Commission already has found
that it is in the public interest to relocate Galaxy 111-R to 111.1 W.L. and to operate the
TT&C payload on the satellite to facilitate making its capacity available to Telesat. The
same public interest considerations that warranted the initial grant support an
extension of the STA through June 1.

       Accordingly, and for good cause shown, PanAmSat respectfully requests
extension of its STA until June 1,2003, to operate the TT&C payload on Galaxy 111-R at
111.1" W.L.
