Dear Ms. Dortch:

         New Skies Satellites N.V. (“New Skies”) hereby comments in support of the application
filed by Intelsat LLC for special temporary authority (“STA”) to relocate the INTELSAT 702
satellite to the 55” E.L. orbital location. Intelsat seeks a U S . authorization to operate its satellite
in an orbital location currently occupied by the failing Indian INSAT-2DT satellite. That slot is
adjacent to the 57” E.L. orbital location where New Skies operates its NSS-703 satellite.
Accordingly, New Skies and Intelsat sought to address the technical compatibility issues of the
two satellite systems and New Skies and Intelsat have recently agreed to a set of operating
parameters for INTELSAT 702 at 55” E.L.

       So long as Intelsat operates the INTELSAT 702 satellite in the manner provided by the
agreement, we do not believe harmful interference will be caused to NSS-703. Accordingly,
assuming continued compliance with the terms of the Intelsatmew Slues agreement, New Skies
supports a grant of Intelsat’s STA request.
