With this grant we authorize Panamsat Licensee Corp. (“PanAmSat”) under
special temporary authority to relocate Galaxy Ill-R for 180 days commencing on
August 30, 2002 from 95.0” W.L. to 95.15” W.L., subject to the following
conditions:

             PanAmSat must coordinate it operations at 95.15” W.L. with
             adjacent satellite operators. Absent this coordination, no harmful
             interference shall be caused to any other lawfully operated radio
             station and PanAmSat shall cease operations immediately upon
             notification of such interference;
      2)     This temporary authorization does not confer upon PanAmSat any
             right to use the 95.15” W.L. orbital location on a permanent basis;
      3)     All other terms and conditions set forth in the Commission’s
             authorization to launch and operate the Galaxy Ill-R satellite
             continue to apply.

 Request Special Temporary Authority to relocate the Galaxy III-R satellite to 95.15 WL.

                   REQUEST FOR SPECIAL TEMPORARY AUTHORITY

       PanAmSat Licensee Corp. (“PanAmSat”), pursuant to Section 25.120 of the
Commission’s rules,1 hereby requests special temporary authority (“STA”) for up to 180
days, commencing on August 25,2002, to relocate Galaxy III-R by 0.15 degrees, from
95.0” W.L., its regularly assigned orbital location, to 95.15” W.L.

       PanAmSat’s STA request is supported by good cause. The Commission has
authorized PanAmSat to launch and operate Galaxy III-C at 95.0” W.L. as a replacement
for Galaxy III-R.2 Galaxy III-C has been successfully launched, and is completing in-
orbit testing at 76.5” W.L., pursuant to authority granted by the Commission. Grant of
the instant request will enable PanAmSat to maintain a safe separation between Galaxy
III-R and Galaxy III-C, without disrupting ongoing services, while it migrates traffic
from the former satellite to the latter one. Following this migration, Galaxy III-R will
remain at 95.15” W.L. as an in-orbit spare pending the possibility, subject to FCC
approval, of further reassignment.3

       Grant of the requested STA would present no risk of harmful interference to
other users. Galaxy III-R has been operating at 95.0” W.L. for some time, and PanAmSat
has coordinated its operations with other U.S. and non-U.S. satellite networks.

       Accordingly, and for good cause shown, PanAmSat respectfully requests an STA
for up to 180 days, commencing on August 25,2002, to relocate Galaxy III-R to 95.15“
W.L.
