             APPLICATION FOR SPECIAL TEMPORARY AUTHORITY

                  By this Application, SES AMERICOM, Inc. (“SES AMERICOM”)

respectfully requests special temporary authority (“STA”) for 30 days to begin to relocate

its Satcom C-1 satellite to 37.5° West Longitude (“W.L.”) immediately. SES

AMERICOM has previously requested STA to relocate Satcom C-1 to that orbital

location.1 The May STA Request was put on public notice on June 3, 2002.2

                  For technical reasons, SES Americom would like to immediately begin to

drift Satcom C-1 from its current orbital location at 79º W.L. to 37.5º W.L. Columbia

515, the satellite currently located at 37.5º W.L., must be replaced by October 2002 in

order to provide continuity of service. SES Americom needs to start the drift of Satcom

C-1 immediately to ensure that the positioning at 37.5º W.L. is accomplished prior to the

upcoming eclipse season and to avoid interference with other C-band satellites. During

eclipse season, normal operations of Satcom C-1 require frequent commands to the

satellite. SES AMERICOM, however, must observe blackout periods while Satcom C-1

is passing other C-band satellites during the drift. Thus, to ensure proper operation of

Satcom C-1 during the drift and avoid interference to other C-band satellites, Satcom C-1

must be positioned at 37.5º W.L. by the end of August 2002.

               SES AMERICOM acknowledges that it will commence any move of

Satcom C-1 prior to the expiration of the public notice period for the May STA Request at

its own risk and without prejudice to the Commission’s decision on the merits of the May

STA Request. This request is only for 30 days so that a further public notice is not

necessary and the Commission can grant stamp this application.
