                        PETITION FOR RECONSIDERATION                     occ

       The International Telecommunications Satellite Organization (INTELSAT), by

its attorneys and pursuant to Section 1.106 of the Commission‘s Rules, hereby requests

the Chief of the International Bureau to reconsider its Order and Authorization,

released July 5, 1996 (DA 96—1080), which extended the Special Temporary Authority

(STA) previously granted to Columbia Communications Corporation for a period of

180 days.‘ In support whereof, the following is shown:

       The Order and Authorization was granted ex parte, without public notice or

opportunity for public participation. The grant was based solely upon the findings

made by the Bureau in the STA Order. On July 5, 1996, INTELSAT filed a petition

seeking Commission review of the STA Order. Accordingly, INTELSAT requests that

the current Order and Authorization be conditioned upon the outcome of the review by

the full Commission of the STA Order.
