The grant was based solely upon the findings made by the Bureau in the STA Order. On July 5, 1996, INTELSAT filed a petition ‘_ See Columbia Communications Corporation, Order released May 6, 1996 (DA 96—703), application for review pending ("STA Order").

seeking Commission review of the STA Order. Accordingly, INTELSAT requests that the current Order and Authorization be conditioned upon the outcome of the review by the full Commission of the STA Order.
