Dear Ms. Dortch:

Hiber, Inc. (“Hiber”), through its counsel, submits the attached supplement in response to several
International Bureau questions regarding the company’s orbital debris assessment report (“ODAR”).1
Additionally, in the supplement, Hiber identifies several minor corrections to a number of the
technical and operating parameters used in the ODAR calculations.2 Those corrections, individually
and in the aggregate, have no material impact on the ODAR analysis.
