                                  Request for Removal of Anik E1 from the Permitted Space Station List

                          Dear Ms. Dortch:

                          Telesat Canada ("Telesat"), by its attorneys, respectfully requests removal of its
                          Anik El satellite from the Permitted Space Station List ("Permitted List") because
                          Telesat de—orbited the satellite on January 17, 2005.

                          The Federal Communications Commission ("FCC") added Anik El to the Permitted
                          List in December 1999.‘ In August 2003, when Telesat petitioned the FCC for a
                          declaratory ruling to modify the terms of access for Anik E2 specified in the
                          Permitted List, Telesat also notified the FCC that it had begun migrating Anik El to
                          a "new orbital location" and that it "[did] not plan to continue to serve U.S.
                          customers via Anik E1.The FCC granted Telesat‘s petition but did not remove
                          Anik E1 from the Permitted List.®

                          The Permitted List currently reports that Anik El is in standby mode at the 118.7°
                          W.L. orbital location." However, Anik E1 has not occupied that location since July
                          21, 2003 and has now been de—orbited. Therefore, the Permitted List entry for Anik
                          E1 should be deleted.
