Dear Ms. Salas:

       On April 20, 2000, Telesat Canada ("Telesat"), filed a petition for declaratory ruling for
inclusion of Anik F1 on the Permitted Space Station List ("Petition").‘ This letter provides
updated information regarding the completion of Canada and Mexico coordination, pursuant to
Section 1.65 of the Commission‘s Rules to maintain the accuracy and completeness of its
pending Petition."

        In its Petition, Telesat respectfully requested the Commission to include Anik F1 at
107.3° W.L. on the Commission‘s Permitted Space Station List ("List") pursuant to the DISCO
II Reconsideration Order subject to completion of Canada and Mexico coordination. Telesat
noted in its Petition that it would accept deferred inclusion on the List conditioned on completion
of the international coordination process with Mexico.* On May 29, 2000, the Canada—Mexico
coordination was completed.° On May 31, 2000, a "Non Confidential Notice" was signed to
confirm that Mexican and Canadian satellite operators reached a satellite coordination agreement
covering Mexican and Canadian Canada/Mexico/USA C—Band and Ku—Band Trilateral
Arrangement. See Exhibit A.

        The completion of coordination with Mexico removes the last condition precedent for the
inclusion of the Anik F1 on the List. As fully detailed in the Petition and attached FCC Form
312, Anik F1 satisfies all of the requirements of Sections 25.113 and 25.137 of the
Commission‘s Rules and raises no other public interest concerns. The inclusion of Anik F1 on
the List would serve the public interest because access to AnikF1 by all U.S. earth stations with
an ALSAT designation would give U.S. consumers increased choices in fixed satellite services.
The increased service options would stimulate lower rates, improve service quality and foster
technological innovations. With the completion of coordination with Mexico, there are no
outstanding technical issues that could preclude the inclusion of Anik F1 on the List. Grant of
Telesat‘s Petition and application as soon as possible would most serve the public interest.

Satmex of Mcxico, Telesat Canada, and Industry Canada (representing possible future
Canadian satellite operators other than Telesat) have reached a satellite coordination
agreement. The agreement covers the Mexican and Canadian orbita) positions within the
Canada/Mexico/USA C and Ku.band Trilateral Arrangement, namely 109.2°, 113.0°,
116.8°WL for Mexico and 107.3°, 111.1°, 114.9°, and 118.7° WL for Canada.

This agreecment represents the spint of cooperation and goodwill between Mexican and
Canadian satellite operators, and will facilitate the introduction of new technologies and
continued high quality satellite communications in both countrics.
