The Commission has the authority to do so by order, 1etter.orpublic notice where the public interest so requires, as it does in this case. See 47 C.F.R. 9 1.1200(a). 3 This proceeding involves Inmarsat’s request for a determinatio that it has satisfied the remaining goals of the ORBIT Act. As such, it involves importa policy matters, the resolution of which would benefit from a free exchange of views. Moreover, the information gathered in this proceeding will assist the Commission in its upcoming Report to Congress Regarding the ORBIT Act. See SPB-206 (Apr. 23,2004). Moreover, designating the exparte status of this proceeding as “permit but disclose” would be consistent with the Commission’s treatment of a similar request by New Skies Satellites N.V. in an analogous situation.
