   Dear Ms. Salas:

            Re:     Loral/QUALCOMM Partnership, L.P., File Nos. 19—DSS—P—91(48),
                    CSS—91—014 &21—SAT—MISC—95

   By Order and Authorization released January 31, 1995, 10 FCC Red 2333, the
   Commission granted Loral/QUALCOMM Partnership conditional authority to construct,
   launch and operate the Globalstar"" low—earth orbit satellite system. The authorization
   was subsequently transferred to L/Q Licensee, Inc. ("LQL"). One condition (ordering
   para. 30) required that LQL complete consultations under Article XIV of the INTELSAT
   agreement and Article 8 of the INMARSAT Convention. This is to notify the
   Commission that the condition in ordering para. 30 is fully satisfied.

   INMARSAT. On February 3, 1998, INMARSAT informed the U.S. Department of State
   that "the planned use by LQL of separate space segment facilities will be technically
   compatible with the Inmarsat system," and that "proposed use of the separate facilities is
   deemed no to cause significant economic harm." INMARSAT‘s letter was transmitted to
   LQL on February 12. 1998.

   INTELSAT. On April 9, 1998, INTELSAT notified COMSAT, the U.S. Signatory, that
   the proposed use of the Globalstar system "is technically compatible with the use of the
   radio frequency spectrum and orbital space by ... INTELSAT." and that the proposed use
   "would not cause significant economic harm ... and would not prejudice the
   establishment of direct telecommunication links through the INTELSAT space segment
   among all participants." COMSAT forwarded this letter to LQL on April 14, 1998.
