                        DESCRIPTION OF PROPOSED MODIFICATION
                           (Response to FCC Form 312, Question 43)

           Pursuant to 47 C.F.R. § 25.117, Hughes Network Systems, LLC (together with its

affiliates, “Hughes”) requests a minor license modification to permit EchoStar XIX (a/k/a

JUPITER 2) (Call Sign S2834),1 a Ka-band fixed-satellite service satellite, to extend service

coverage to the U.S. Virgin Islands. Grant of this application will serve the public interest by

allowing use of available capacity on EchoStar XIX to provide crucial broadband

connectivity to remote, underserved areas of the United States on a long-term basis.

           Specifically, EchoStar XIX capacity will be used to provide broadband service to

user terminals authorized under Call Sign E060445 to operate in the U.S. Virgin Islands.2

Service will be provided to support disaster recovery and emergency operations, as well as

for existing and new consumer applications.

           Hughes currently is operating EchoStar XIX under special temporary authority

(“STA”) to provide broadband service to support ongoing recovery operations in the U.S.

Virgin Islands in the aftermath of Hurricane Maria.3 Such STA service is being used

primarily by federal and local government organizations, including the Federal Emergency

Management Agency, the U.S. Department of Interior, and the U.S. Department of

Agriculture, to provide communications for emergency and recovery operations, as well as to

re-establish communications at existing facilities.4

As shown in Figures 1 and 2 above, Hughes merely seeks a modest expansion of

EchoStar XIX’s authorized service area to include the territories of the U.S. Virgin Islands.5

Hughes proposes no change to EchoStar XIX’s authorized technical parameters, and thus

operations within the proposed expanded service area will be subject to existing authorized

technical parameters.6 Thus, except for the proposed expanded service coverage of the U.S.

Virgin Islands, all technical information set forth in the Schedule S and Technical Annex

previously filed with, and reviewed by, the Commission remains materially unchanged and

is incorporated by reference herein. 7

          Moreover, the proposed expanded service coverage is consistent with the supporting

International Telecommunication Union filings for EchoStar XIX (i.e., RAGGIANA-5 and

USASAT-71P), which included full hemispherical coverage. Further, as indicated above, user

terminals communicating with EchoStar XIX will operate pursuant to technical parameters

authorized under Call Sign E060445. Accordingly, there are no interference concerns with the

proposed minor modification.
