Unless otherwise specified herein, operations under this grant must comport with the legal and technical
specifications set forth by the applicant or petitioner and with Federal Communication Commission‘s rules
not waived herein. This grant is also subject to the following conditions:

    1. DIRECTV shall prepare the necessary information, as may be required, for submission to the
       International Telecommunication Union to initiate and complete the advance publication, international
       coordination, due diligence, and notification process of this space station, in accordance with the ITU
       Radio Regulations. DIRECTV shall be held responsible for all cost recovery fees associated with these
       ITU filings. We also note that no protection from interference caused by radio stations authorized by

  other administrations is guaranteed unless coordination and notification procedures are timely completed,
  or with respect to individual administrations, by successfully completing coordination agreements. Any
  radio station authorization for which coordination has not been completed may be subject to additional
  terms and conditions as required to effect coordination of the frequency assignments of other
  administrations. See 47 CFR § 25.111(b).

. All operations during Spaceway 1‘s drift to the 138.9° W.L. orbital location must be on an unprotected
  and non—harmful interference basis, i.e. DIRECTV must not cause harmful interference to, and must not
  claim protection from interference caused to it by, any other lawfully operating stations.

._ In the event of harmful interference during Spaceway 1‘s drift to the 138.9° W.L. orbital location,
   DIRECTV must cease operations immediately upon notification of such interference, and inform the
   Commission, in writing, immediately of such an event.

._ During the drift from the 102.925° W.L. orbital location to the 138.9° W.L. orbital location, DIRECTV
   must not operate the communications payload on Spaceway 1.

. DIRECTV must operate SPACEWAY 1 at the 138.9° W.L. orbital location in compliance with all
  existing or future coordination agreements for this location.

._DIRECTV must coordinate its downlink operations for the specific frequencies authorized in the 18.3—
  18.8 GHz and 19.7—20.2 GHz frequency bands (space—to—Earth) with United States government systems
  in accordance with footnote US334 to the Table of Frequency Allocation, 47 CFR § 2.106. DirecTV
  should be aware that there are US Government satellite operations at the 141° W.L. orbital location and
  that US334 coordination may not be based on the Commission‘s two—degree spacing policy. Prior to
  initiating service at 133.9 WL, DIRECTV must complete US334 coordination with federal operations.
  Furthermore, DIRECTV‘s operations of the Spaceway 1 satellite must comply with the coordination
  agreement.

._ DIRECTV must conduct its operations pursuant to this authorization in manner consistent with the power
   flux—density requirements of footnote US255 to the Table of Frequency Allocation, 47 CFR § 2.106, 47
   CFR § 25.138(a)(6), and 47 CFR § 25.208(d), of the Commission‘s Rules.

. The operations of SPACEWAY 1 and associated earth stations must comport with the applicable uplink
  and downlink limits in 47 CFR § 25.140(a)(3) of the Commission‘s rules, unless DIRECTV coordinates
  any non—conforming operations with the operations of U.S.—licensed geostationary orbit space stations
  within 6 degrees of the 138.9 W.L. orbital location. DIRECTV must also comport with the maximum
  power limits indicated in existing or future coordination agreements at 138.9 W.L. orbital location. Non—
  conforming operation must also be coordinated with respect to those operations of non—U.S.—licensed
  space stations within 6 degrees of 138.9 W.L. involving approved communications with U.S.—licensed
  earth stations.

. DIRECTV‘s request for a waiver of Sections 25.114(d)(14) and 25.283(c) of the Commission‘s rules, 47
  CFR §§ 25.114(d)(14) and 25.283(c), with respect to pressurant that will not be vented at the satellite‘s
  end of life IS GRANTED. DIRECTV states that Spaceway 1 is a Boeing 702 spacecraft that is not
  designed to vent the pressurant used during orbit raising, and that the pressurant was permanently
  isolated from the propulsion system soon after launch. DIRECTV states the residual helium is contained
  in two tanks and has a mass of 0.5096 kilograms in a volume of 0.1372 cubic meters for each tank.
  DIRECTV states the residual xenon is contained in two tanks and has a mass of 5.05 kilograms in a
  volume of 0.0688 cubic meters for each tank. Spaceway 1 was launched on April 26, 2005, before

         Section 25.114(d)(14) became effective.
    10. The license term for Spaceway 1 is extended from October 20, 2020, to December 31, 2025.
Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. §
0.261, and is effective upon release.

Station licenses are subject to the conditions specified in Section 309(h) of the Communications Act of 1934, as
amended, 47 U.S.C. § 309(hb).
