Dear Ms. Dortch:

Horizons-3 License LLC (“Intelsat”), by counsel, hereby supplements its above-
referenced pending application to modify the authorization for the Horizons 3e
satellite (Call Sign S2947) at the 169.0° E.L. (191.0° W.L.) orbital location.

Intelsat submits this supplement to demonstrate compliance with Section
25.140(a)(3)(iv) of the Federal Communications Commission’s rules requiring
applicants to show compatibility with other U.S. International Telecommunication
Union filings under Appendix 30B of the ITU Radio Regulations.1

With this supplement Intelsat affirms that the proposed operation of Horizons 3e
takes into account the applicable requirements of Appendix 30B of the ITU Radio
Regulations and demonstrates compliance with Section 25.140(a)(3)(iv) with
respect to the United States’ ITU filing USASAT-101C. Horizons 3e will operate
in the 10700-10950 MHz (space-to-Earth), 11200-11450 MHz (space-to-Earth), and
12750-13250 MHz (Earth-to-space) bands using the Administration of Papua New
Guinea’s ITU filing NEW DAWN FSS-7. The United States and Papua New
Guinea recently entered into a coordination agreement between the USASAT-101C
network at 169.0° E.L and the NEW DAWN FSS-7 network at 169.0° E.L. This
coordination agreement evidences compatibility with the U.S. Appendix 30B filing
USASAT-101C as agreed upon by the United States and Papua New Guinea and
thus fulfills the demonstration requirement under Section 25.140(a)(3)(iv).

Intelsat is not aware of any other U.S.-licensed satellite network, or any other
satellite network applied for and under consideration by the FCC, proposing to
operate in the 10700-10950 MHz, 11200-11450 MHz, or 12750-13250 MHz bands
under a U.S. Appendix 30B filing within 10 degrees of Horizons 3e at 169.0° E.L.
