Operations under this grant must comport with the legal and technical specifications set forth by the
applicant or petitioner and with Federal Communication Commission‘s rules not waived herein. This
grant is also subject to the following conditions:

        1.      Intelsat must prepare the necessary information, as may be required, for submission to the
International Telecommunication Union (ITU) to initiate and complete the advance publication, coordination, due
diligence, and notification process of this space station, in accordance with the ITU Radio Regulations. Intelsat
will be held responsible for all cost—recovery fees associated with ITU filings. No protection from interference
caused by radio stations authorized by other administrations is guaranteed unless coordination and notification
procedures are timely completed or, with respect to individual administrations, coordination agreements are
successfully completed. Any radio station authorization for which coordination has not been completed may be
subject to additional terms and conditions as required to effect coordination of the frequency assignments of other
administrations. See 47 C.F.R. § 25.111(b).
        2.      In connection with the provision of service in any particular country, Intelsat is obliged to comply
with the applicable laws, regulations, rules, and licensing procedures of that country.
        3.      Intelsat must operate Intelsat 16 at the 58.1° W.L. orbital location in accordance with any existing
and future coordination agreements for this location.
        4.      While at the 58.1° W.L. orbital location, Intelsat must maintain the Intelsat 16 space station with
an east/west longitudinal station—keeping tolerance of +/— 0.05 degrees.
        5.       The operations of Intelsat 16 and associated earth stations must comport with the applicable
uplink limits in 47 C.F.R. §§ 25.211, 25.212, 25.218, 25.222, 25.226, and/or 25.227, and the downlink limit in 47
C.FE.R. § 25.212(c)(2), unless Intelsat coordinates any non—conforming operation with the operations of U.S.—
licensed GSO space stations within 6 degrees of 58.1° W.L. Non—conforming operation must also be coordinated
with respect to those operations of non—U.S.—licensed space stations within 6 degrees of 58.1° W.L. involving
approved communications with U.S.—licensed earth stations, pursuant to Section 25.137 of the Commission‘s

rules, 47 C.F.R. § 25.137.
         6.      Intelsat‘s use of the 10.7—11.45 GHz frequency band is subject to footnote US211 to the United
States Table of Frequency Allocations, 47 C.F.R. § 2.106, US211, which urges applicants for airborne or space
station assignments to take all practicable steps to protect radio astronomy observations in the adjacent bands
from harmful interference, consistent with footnote US74.
         7.      Intelsat‘s use of the 10.7—11.45 GHz and 12.75—13.25 GHz frequency bands is limited to
international operations in accordance with footnote NG52 to the United States Table of Frequency Allocations,
47 C.F.R. § 2.106 NGS52.
         8.    The FSS operations of Intelsat 16 and associated earth stations must comport with the parameters
of the Appendix 30B satellite network USASAT—26G filed with the ITU for operation in the 10.7—10.95 GHz and
11.2—11.45 GHz (space—to—Earth), and 12.75—13.25 GHz (Earth—to—space) frequency bands and any additional
conditions resulting from the coordination of this network.
         9.      Pursuant to footnote US337 of the United States Table of Frequency Allocations, 47 C.F.R. §
2.106, US337, any earth station in the United States and its possessions communicating with the Intelsat 16 space
station in the 13.75—14.0 GHz band (Earth—to—space) is required to coordinate through National
Telecommunications and Information Administration (NTIA) Interdepartment Radio Advisory Committee
(IRAC) Frequency Assignment Subcommittee (FAS) to minimize interference to the National Aeronautics and
Space Administration (NASA) Tracking and Data Relay Satellite System, including manned space flight.
        10.      Operations of any earth station in the United States and its possessions communicating with the
Intelsat 16 space station in the 13.75—14.0 GHz band (Earth—to—space) must comply with footnote US356 to the
United States Table of Frequency Allocations, 47 C.F.R. § 2.106, US356, which specifies that in the 13.75—14.0
GHz band, an earth station in the fixed—satellite service shall have a minimum antenna diameter of 4.5 m and the
EIRP of any emission should be at least 68 dBW and should not exceed 85 dBW. Receiving space stations in the
fixed—satellite service shall not claim protection from radiolocation transmitting stations operating in accordance
with the United States Table of Frequency Allocations. ITU Radio Regulation No. 5.43A does not apply.
Operations of any earth station located outside the United States and its possessions communicating with the
Intelsat 16 space station in the 13.75—14.0 GHz band (Earth—to—space) must be consistent with footnote 5.502 to
the ITU Radio Regulations, which allows a minimum antenna diameter of 1.2 meters for earth stations of a
geostationary satellite orbit network and specifies mandatory power limits.
       11.     Operations of Intelsat 16 in the 14.47—14.50 GHz frequency band are subject to footnotes 5.149
and US342 to the United States Table of Frequency Allocations, 47 C.F.R. § 2.106, 5.149, US342, which urge
applicants to take all practicable steps to protect the radio astronomy service from harmful interference.
        12.      Intelsat requests waiver of the requirement to meet milestones or post a bond for operations at
58.1° W.L., pursuant to Sections 25.164(a) and 25.165 of the Commission‘s rules, 47 C.F.R. §§ 25.164(a) and
25.165. Because Intelsat 16 is already in—orbit and operating, grant of authority to operate Intelsat 16 at 58.1°
W.L. is not subject to milestone conditions and Intelsat is not required to post a bond. As such, waiver of
Sections 25.164(a) and 25.165 of the Commission‘s rules is not necessary.
        13.    Nothing in this authorization extends the license term for this space station, Call Sign $2750,
which expires on March 20, 2025. See IBFS File No. SAT—LOA—20080416—00085.


Licensee/grantee is afforded thirty (30) days from the date of release of this action to decline the grant as
conditioned. Failure to respond within this period will constitute formal acceptance of the grant as conditioned.

This action is taken pursuant to Section 0.261 of the Commission‘s rules on delegated authority, 47 C.F.R. §
0.261, and is effective upon release.
