Dear Ms. Dortch:

Intelsat License LLC ("Intelsat"), in response to an inquiry from the
International Bureau staff, herein supplies the following statement in
further support of Intelsat‘s request in the above referenced
application for waiver, to the extent necessary, of Sections
25.114(d)(14)(ii) and 25.283(c) of the FCC‘s rules. Intelsat requests
the waiver because Intelsat 10 is a Boeing model 601HP spacecraft
that is not designed to vent all pressurized systems.

Following launch of the Intelsat 10 spacecraft on May 15, 2001, two
interconnected helium tanks on Intelsat 10 were permanently sealed
from other portions of the propulsion system by firing pyrotechnic
valves. This occurred on May 22, 2001. Intelsat 10‘s two
interconnected helium tanks have a combined volume of
approximately 88 liters. The residual helium in the two—tank system
has a mass of approximately 0.170 kg. The current pressure in the
helium tank system is approximately 1178.5 kPa.

For the reasons set forth in the modification application, Intelsat
respectfully requests that the Commission expeditiously grant the
application, including the request to waive, to the extent necessary,
Sections 25.114(d)(14)(ii) and 25.283(c).
