The application of DIRECTV Enterprises, LLC (DIRECTV), IBFS File No. SAT—MOD—
20111102—00211, for a modification of the authorization for the DIRECTV—4S space station
(Call Sign $2430) IS GRANTED. DIRECTV is currently authorized to operate DIRECTV—4S at
the 101° W.L. orbital location in the 12.2—12.7 GHz (space—to—Earth) and 17.3—17.8 GHz (Earth—
to—space) frequency bands for a license term ending on December 27, 2011. We grant
DIRECTV an extension of its authorization to operate DIRECTV—4S in these frequency bands at
the 101° W.L. orbital location for an additional nine years, until September 27, 2020. We also
grant DIRECTV authority to conduct telemetry, tracking, and telecommand operations necessary
to place the DIRECTV—4S space station into a disposal orbit at the end of its operational life.
This authorization is granted in accordance with the technical specifications set forth in
DIRECTV‘s application, the rules of the Federal Communications Commission, and the
following conditions:

         1.     DIRECTV will continue to operate the DIRECTV—4S space station at the 101°
W.L. orbital location subject to the conditions in the prior authorization granted on October 25,
2001. See DIRECTV Enterprises, Inc. Application to Launch and Operate a Direct Broadcast
Satellite Service Space Station, Order and Authorization, 16 FCC Red 18530 (Int‘l Bur. 2001)
(granting IBFS File No. SAT—LOA—20010518—00045).

        2.      DIRECTV shall maintain the DIRECTV—4S space station at the 101.2° W.L.
orbital location with an east/west longitudinal station—keeping tolerance of + 0.05 degrees.

       3.      DIRECTV shall coordinate TT&C for all disposal operations of the DIRECTV—4S
space station with the operators of other potentially—affected radiocommunication systems, to
ensure that no unacceptable interference results from its TT&C operations during disposal
operations.

       4.      During the disposal operations, no harmful interference shall be caused by
DIRECTV—4S to any other lawfully operating radiocommunication systems, and DIRECTV shall
cease operations of the DIRECTV—4S immediately upon notification of such interference.

        5.     During the disposal operations, the DIRECTV—4S space station is required to
accept interference from other lawfully operating radiocommunication systems.

       6.      Within 30 days of completion of the end—of—life maneuvers, DIRECTV shall send
a letter to the Chief, Satellite Division, International Bureau, indicating the apogee and perigee of
the DIRECTV—4S disposal orbit.

      7.     We grant DIRECTV‘s request for a waiver of Section 25.283(c) of the
Commission‘s rules, 47 C.F.R. § 25.283(c), which requires that all stored energy be discharged
at the end of life of the spacecraft. DIRECTV—4S is a Boeing 601 spacecraft launched before
adoption of the rule. DIRECTV states that the two helium tanks on the DIRECTV—4S space
station were permanently sealed following completion of the launch phase of the space station,
and the two xenon tanks cannot be commanded to vent below the set point of a regulator valve,

and will therefore retain residual pressure at end of life. DIRECTV states that the two sealed
helium tanks contains approximately 0.0683 kg of helium each, and that the volume of each tank
is approximately 0.0427 cubic meters. The remaining pressure in the helium tanks will be
16.714 bar at a temperature of 20° Celsius. DIRECTV states that the two sealed xenon tanks
will contain approximately 3.5954—kg and 3.5927 kg of xenon, and that the volume of each
xenon tank is approximately 0.0327 cubic meters. The remaining pressure in the xenon tanks
will be 18.2 bar at a temperature not exceeding 20° Celsius. We waive Section 25.283(c) in light
of the fact that the satellite was launched and action taken to seal the helium tanks prior to the
adoption of the rule, and that compliance would require direct retrieval of the spacecraft.

        8.      DIRECTV is afforded thirty days from the date of release of this grant and
authorization to decline the authorization as conditioned. Failure to respond within this period
will constitute formal acceptance of the authorization as conditioned.

         9.    This action is taken pursuant to the Commission‘s rules on delegated authority, 47
C.F.R. § 0.261, and is effective immediately. Petitions for reconsideration under Section 1.106,
or applications for review under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§ 1.106,
1.115, may be filed within 30 days of the date of the public notice indicating that this action was
taken.
