 The application of Intelsat License LLC (Intelsat), IBFS File No. File No. SAT—MOD—20110928—00190,
 to modify the authorization for its Horizons 2 space station (Call Sign $2423) in order to operate
 Horizons 2 at the 84.85° E.L. orbital location, instead of its currently authorized orbital position of 74.05°
 W.L., is GRANTED. Accordingly, Intelsat is authorized to provide Fixed—Satellite Service (FSS) and
 Broadcasting Satellite Service (BSS) via Horizons 2 in the 11.7—12.2 GHz (space—to—Earth) and 14.00—
 14.50 GHz (Earth—to—space) frequency bands. Additionally, Intelsat is authorized to conduct Telemetry,
 Tracking, and Telecommand (TT&C) operations necessary to maintain Horizons 2 at the 84.85° E.L.
 orbital location using the following Ku—band frequencies: 12196.0 MHz and 12198.625 MHz (horizontal
 or right—hand polarization/space—to—Earth); 14000.5 MHz (Horizontal or left—hand circular
 polarization/Earth—to—space) and 14499.5 MHz (Vertical or left—hand circular polarization/Earth—to—space).
 These operations are authorized in accordance with the technical specifications set forth in Intelsat‘s
 application and the Commission‘s rules, and are subject to the following conditions:
          1. Intelsat North America shall prepare all necessary information that is required for submission
 to the International Telecommunication Union (ITU) to initiate and complete the advance publication,
 international coordination, due diligence, and notification procedures for this space station, in accordance
 with the ITU Radio Regulations. Intelsat North America shall be held responsible for all cost recovery
 fees associated with these ITU filings. No protection from interference caused by radio stations
 authorized by other Administrations is guaranteed unless coordination and notification procedures are
 timely completed or, with respect to individual Administrations, by successfully completing coordination
 agreements. Any radio station authorization for which coordination has not been completed may be
 subject to additional terms and conditions as required to effect coordination of the frequency assignments
 with other Administrations. 47 C.F.R. § 25.111(b).
         2. Intelsat shall operate Horizons 2 at the 84.85° E.L. orbital location in compliance with all
 existing or future coordination agreements.
        3. In connection with the provision of service in any particular country, Intelsat is obliged to
 comply with the applicable laws, regulations, rules, and licensing procedures of that country.
         4.   While at the 84.85° E.L. orbital location, Intelsat shall maintain Horizons 2 with an east/west
 longitudinal station—keeping tolerance of +/— 0.05 degrees.
         5. Intelsat‘s request for continued waiver of Sections 25.114(d)(3) and 25.283(c) of the
 Commission‘s rules, 47 C.F.R. §§ 25.114(d)(3), 25.283(c), is granted for the reasons stated in the original
 grants of waiver. See IBFS File No. SAT—MOD—20070628—00090, as amended by File No. SAT—AMD—
 20070731—00108.
          6. Operation of Horizons 2 in the 11.7—12.2 GHz (space—to—Earth) band in Regions 1 & 3 is
 subject to footnotes 5.487 and 5.492 to the United States Table of Frequency Allocations, 47 C.F.R. §
—2.106, 5.487, 5.492. BSS operations of Horizons 2 in the 11.7—12.2 GHz (space—to—Earth) band are
 limited to Regions 1 & 3.
        7. Intelsat‘s operation of Horizons 2 at 84.85° E.L. in the Ku—band frequencies of 14.0—14.5
 GHz (Earth—to—space), is subject to the following conditions:
         (a) Intelsat shall remain a signatory to the Public Services Agreement between Intelsat and the
         International Telecommunications Satellite Organization (ITSO) that was approved by the ITSO
         Twenty—fifth Assembly of Parties, as amended.
         (b) No entity shall be considered a successor—in—interest to Intelsat under the ITSO Agreement for
         licensing purposes unless it has undertaken to perform the obligations of the Public Services
         Agreement approved by the Twenty—fifth Assembly of Parties, as amended.

         8. Grant of this authorization is without prejudice to any decision regarding Intelsat‘s
replacement expectancy to operate a space station in the 11.7—12.2 GHz (space—to—Earth) and 14.00—14.50
GHz (Earth—to—space) frequency bands at the 74° W.L. orbital location.‘ Grant of this authorization does
not constitute an announcement that these frequencies are available for reassignment.
         9.   Nothing in this authorization extends the license term for Horizons 2, Call Sign $2423, which
expires on February 7, 2023. See IBFS File No. SAT—MOD—20070628—00090 as amended by File No.
SAT—AMD—20070731—00108.
         10. Intelsat is afforded 30 days from the date of release of this grant and authorization to decline
this authorization as conditioned. Failure to respond within this period will constitute formal acceptance
of the authorization as conditioned.
         11. These actions are issued pursuant to Section 0.261 of the Commission‘s rules on delegated
authority, 47 C.F.R. § 0.261, and are effective immediately. Petitions for reconsideration under Section
1.106 or applications for review under Section 1.115 of the Commission‘s rules, 47 C.F.R. §§ 1.106,
1.115, may be filed within 30 days of the date of the public notice indicating that this action was taken.

‘ On December 1, 2011, the Satellite Division granted Intelsat special temporary authority for a period of 60 days to
conduct TT&C operations to begin the drift of Horizons 2 from 74.05° W.L. to §4.85° E.L. See IBFS File No. SAT—
STA—20111011—00198. Intelsat informs that Horizons 2 departed from the 74.05° W.L. orbital location on
December 21, 2011. See Letter from Susan H. Crandall, Assistant General Counsel, Intelsat Corp., to Robert G.
Nelson, Chief, Satellite Division, dated December 22, 2011. As of December 21, 2011, Intelsat no longer operates a
space station in the 11.7—12.2 GHz and 14.0—14.5 GHz frequency bands at 74.05 WL.

     Intelsat License LLC,            pursuant to Section 25.117 of the rules of the Federal
     Communications Commission,               hereby seeks to modify the authorization for the Horizons 2
     (§2423)     satellite.        Specifically,        this modification seeks permanent authority to relocate
     Horizons 2        to,   and to operate the satellite at,                 84.85 E.L.
